The Dublin Regulation was approved in 1990 and amended twice, the last in 2013.

The Commission plans to present the long-awaited and repeatedly postponed reform of European immigration policy on 23 September.
The controversial file came to the fore again after the fire that destroyed the Moria refugee camp on the Greek island of Lesbos last week.
