The Committee for the Monitoring of Preventive Measures and Procedures for Coronavirus, on Monday evening, held a meeting in Grand Saraya, headed by the Secretary General of the Supreme Defense Council, Major General Mahmoud Al-Asmar, Chairman of the Committee, and in the presence of Dr. Walid Al-Khoury, Advisor to the President of the Republic for Health Affairs, First Dr. Petra Khoury, Health Advisor of the Republic. Ms. Leila Hegazy, Advisor to the Prime Minister for Public Relations, representatives from the Ministries of the Interior and Municipalities, Public Health, Public Works and Transport, Labor, Foreign Affairs and Expatriates, Agriculture, Tourism, the President of the Beirut Medical Union, the Union of Owners of Private Hospitals, the Union of Nurses and several specialist doctors in University Hospitals, the Lebanese Red Cross. The recommendations issued by the scientific committee of the Ministry of Public Health on its date (Monday) were discussed and the strategy previously approved by the committee to face the Corona virus was evaluated, and the procedures supported by it and those not implemented in this regard.
The meeting issued the following recommendations:
Ministry of Public Health:
1- Activate the work of the epidemiological surveillance program by increasing the number of workers in the follow-up of cases, which currently number around 57, throughout Lebanon, at a rate of 30 workers for every 100,000 people residing in Lebanon. As well as the activation of the IMPACT platform, which was developed in collaboration with the Ministry of the Interior and Municipalities to track cases, and reduce the lack of data in order to identify and contain incipient cases.
2- Make sure that the hospital and health institutions follow the previously agreed and circulated risk containment protocol and apply it properly by them: Circulate to government and private laboratories determining the time for conducting examinations to people in contact with positive cases within a minimum of five days from the date of contact with the person infected with Coronavirus.
And develop a plan to increase the number of PCR tests for contacts and the environment most vulnerable to infection, with the aim of limiting the epidemic and limiting its spread, with the possibility of reaching an average of 110,000 scans per million of population.
Study and approve the rate previously proposed by both the Coronavirus Preventive Measures and Procedures Monitoring Committee, as well as by the World Health Organization, for the treatment of patients with Corona in hospital institutions, in order to arrive as soon as possible at a specific formula that private hospitals adopt to receive and treat cases of coronavirus infection.
And activating the commitment of a specific mechanism for admission and reception of patients infected by the Coronavirus in hospital institutions and the approved mechanism for their withdrawal.
Centers, hospitals and ministries
With regard to the quarantine centers that have been prepared and operated by the committee in cooperation and coordination with the Ministries of Public Health, Interior and Municipalities, and international donors:
A – The Ministry of Public Health shall, within a week of its date, pay the material allocation owed to the directors of the Corona quarantine centers of the loan from the International Monetary Fund destined to combat the Corona pandemic, according to the previously determined.
B – International donor agencies should work to activate coordination and ensure the operating costs of these centers in a flexible way that responds to the necessary and urgent needs.
3- Unions of private hospitals, doctors in Beirut, doctors in the north, nurses in Lebanon, must establish an emergency telephone line for each of them at the disposal of workers in the health sector, to report any problem or Complaint related to the failure or misapplication of the risk containment protocol within the institutions. Health or hospital, in order to address the issue in coordination with the Ministry of Public Health.
4- The Union of Private Hospital Owners must ensure and work to open and operate special departments for Corona patients in all category “A” hospitals in Lebanon, while providing incentives for doctors, nurses and workers in these departments.
5 – The Ministries of the Interior, Municipalities and Tourism must start the implementation of the procedures subject to the third phase of the plan to reopen the generalized sectors in support of the recommendations issued on 08/26/2020 regarding the taking of legal measures against offenders from issuing warnings, organizing seizure records to closing with red wax, with strict underlining Administrative seizure records against violators of preventive measures in terms of not wearing muzzle / mouth and nose cover.
6 – The Ministry of Public Health, in coordination with donors, should work to allocate beds and intensive care rooms at Dahr Al-Basheq Government Hospital for the benefit of inmates infected with the Coronavirus.
7 – The Ministry of Justice must work to reduce overcrowding in prisons by activating the implementation of the measures proposed in this regard in coordination with the competent authorities.
8- The Ministries of Public Health and Social Affairs will work on the development of an action plan to respond and contain cases of Corona infection in health homes (elderly, people with special needs, people with mental and mental illnesses,. ..) and prepare special beds in hospitals for Corona patients with mental illness. And mentality.
9 – The daily report issued by the National Disaster Management Operations Chamber on Coronavirus includes an interactive map for Lebanon, showing the number of infected cases per 100,000 inhabitants during the fourteen days remaining in each district, so that can take appropriate measures in each district to close and tighten procedures in accordance with developments. timely.
10 – Work to implement and activate the recommendations mentioned above and wait to implement the closure of sectors while continuing to assess the reality of the spread of the epidemic and the capabilities of the health response to build on what is required.
11- The Ministry of Information circulated and promulgated the above recommendations to the public in order to raise awareness and adhere to preventive measures and procedures.
12- Form a working group by the committee to develop an awareness plan against the dangers of the Coronavirus in coordination with local media, NGOs and religious leaders.
