Tehran has promised Washington’s return to the nuclear deal with a “complete and final abolition of sanctions,” seeing the move as “the only option to withdraw from Trump’s defeated strategy,” at a time when a proposed “new strategy “, which is being studied by the Iranian parliament, under the title” Similar response “to the assassination of the most prominent The generals of the” Guard “, Qassem Soleimani, mean new negotiations with European and American compensation, and” apologies “for the withdrawal from Washington, in addition to condemning the assassination of the leader of the “Quds Force”.
The secretary general of the Supreme National Security Council, Ali Shamkhani, jumped on the tensions in recent days and implicitly accused the team of the president-elect of the United States, Joe Biden, of waging a “cognitive” war against his country, saying that ” America’s perceptual war to inflate an issue is not worth going back to the nuclear deal. “It will not lead to a result.”
Shamkhani added, in a tweet on Twitter, that “a complete and final cancellation of all sanctions is Washington’s only option to return from Trump’s defeated strategy.”
On the other hand, Jake Sullivan, the national security adviser in the administration of President-elect Joe Biden, said in a statement to CNN: “Iran’s ballistic missile program must be negotiated to return to the nuclear deal.”
Sullivan noted that “the Trump administration’s actions toward Iran have not made the United States safer, and that Tehran is closer to possessing a nuclear weapon than it was a year ago,” indicating that Iran continues to provoke and that his country it will consider all threats posed by Tehran.
This came as a new bill in the Iranian parliament stipulated the prevention of any direct negotiations with the US government or multiple negotiations in the presence of US representatives, “unless it formally apologizes for abandoning the nuclear deal. and condemn the murder of General Qassem Soleimani. “
This article provides for financial compensation from the United States and European countries for the United States’ exit from the nuclear agreement. The law also requires Iran to withdraw from current violations and suspension of the “strategic step to abolish sanctions” law, with the vote of the Iranian parliament.
The new law prohibits any negotiation on Iranian weapons, Iran’s regional role, and issues related to Iran’s sponsorship of armed militias.
Any Iranian official who enters into negotiations on the matter faces a life sentence of removal from all official government positions. It also requires the Ministry of Foreign Affairs to send the names of officials involved in such negotiations to the judiciary within a week.
These paragraphs are part of a draft of a “new strategy” entitled “The similar response” to the assassination of the most prominent general of the “Guard”, Qassem Soleimani. The Presidency of the Iranian Parliament said yesterday that it included it in the agenda of the “Representatives” last Wednesday, without giving details about the parliamentary bloc or the agency responsible for preparing the strategy.
Last month, the Iranian parliament passed the law of “strategic step to abolish sanctions”, which stipulated increasing enrichment to 20 percent and demanding the expulsion of international inspectors, as well as the installation of 2,000 advanced centrifuges at the Natanz facility. and Ferdo.
After criticism, the Iranian government informed the International Atomic Energy Agency that it was preparing to implement the law after it came into effect with the signature of President Hassan Rouhani.
The day before yesterday, the director of the Atomic Energy Organization of Iran, Ali Akbar Salehi, who was educated in American universities, used military literature to declare his compliance with the law, describing himself as “the soldier of the regime with his hand on the trigger”.
Rouhani and Salehi had opposed the law last month and described the measure as damaging and reckless for foreign policy.
The state agency ISNA released the details of the proposed “strategy” regarding the Iranian step to respond to Soleimani’s assassination, describing the US move to eliminate the brain of the Iranian “guard” as a “hostile act”, describing that The United States accepts official responsibility for the operation. As “an example of the American terrorist acts that are taking place in the region, which will not stop until its complete withdrawal from the region in all economic, military, political and cultural fields.”
The published version of the new Iranian strategy stresses that it is based on a speech by the Iranian “guide” on July 21 about a “revenge” befitting the assassination of Soleimani. Includes 4 main themes …
1 – Implement “difficult retaliation” by expelling America from the region and reciprocal steps to weaken America.
2 – Face in the footsteps of Israel and follow Soleimani’s approach.
3 – Against the economic “terrorism” of the United States against Iran.
4 – Follow-up of foreign policy with dignity.
And based on the first axis, Iran offers countries to force US forces to leave “defense” cooperation for a period of 5 years, in case those countries request and reach a spending agreement with Iran. . The Foreign Minister is tasked with transferring this offer to those countries.
Iran also considers responsibility for US steps in the military and security fields in the West Asian region against the security and internal interests of Iran or across its borders, on the shoulders of the countries hosting US forces, and ” cooperation with the United States is equivalent to participating in a terrorist act. “
Article 1 of the law obliges the “Iranian Foreign Ministry” to take action against countries hosting US forces, in cooperation with the Ministry of Defense, and within the framework of the decisions of the Supreme Council of National Security of Iran, in case of actions against Iran. And the Iranian armed forces are allowed to take the appropriate response after permission from the responsible authorities.
The new strategy forces the Iranian armed forces to respond to any US military move against Iran and allows the “Quds Force” to assign financial rewards to those who participate in retaliation against those responsible and those involved in Soleimani’s assassination.
The new strategy calls on the government to allocate its export resources to Iraq, to strengthen the budget of the “Quds Force” and to finance financial rewards. It also calls for 30 percent of customs resources for imported US products to be allocated to foreign activities sponsored by the “Quds Force,” referring to the financing of armed militias loyal to Iran. Especially by conducting annual propaganda programs and festivals in the artistic field in memory of Soleimani, and supporting those who qualify as “affected” by the American steps.
And Article Five states that the Iranian government “is obligated to work on arrangements to destroy the Israeli regime until 2040.”
In another article of the law, it establishes that the espionage charges will be imputed to the followers of Iran who are involved in cooperation with the United States government. It also includes the transfer of information and any kind of cooperation that “covers espionage.” Recommends the formation of a special committee against espionage, made up of the Ministry of Intelligence, the Ministry of Foreign Affairs, the Iranian judiciary, the General Secretariat of the Supreme National Security Council and the intelligence service of the “Revolutionary Guard”, to present a list of US institutions accused of intelligence activities, provided the list is updated every three months.
Economically, the new law prohibits any importation of goods from the United States, except goods approved by the Supreme Council for National Security.
The central bank is also required to increase gold ammunition to 30 percent to reduce dependence on dollar-based foreign trade. In addition to increasing the participation of the local currency in foreign trade by 20 percent.
The Central Bank and the Ministry of Commerce and Industry require the promotion of bilateral or multiple financial partnership agreements with 5 major countries in trade with Iran within one year of the end of the Sixth Development Program Law, which ends this year.
Current law specifically requires closer trade relations with Russia, China, Venezuela, Syria, and Iraq.
The law includes punitive measures for foreign companies that comply with sanctions against Iran, including doubling the value of contracts, requiring companies to provide equipment and production lines until they reach the production stage, doubling taxes on foreign companies, in addition to giving priority to companies that did not comply with the sanctions.
Violation of the law threatens Iranian officials with a prison term of between one and five years.
