The Hassan Diab government has taken a new step in the electricity archive, which is supposed to lead to a decision that calls for the construction of production plants at a time not too far away. She gave her approval to Energy Minister Raymond Ghajar to negotiate agreements with international manufacturers who are interested in building factories for the benefit of EDL and report to the cabinet. Information Minister Manal Abdel Samad attached his statement during his reading of the statement by the Council of Ministers, noting that the term “Al-Zahrani and Deir Ammar” is provided for by the principle.
Regarding the official decisions of the Council of Ministers, it was stated that “the Council decided to approve the request of the Ministry of Energy and Water in terms of negotiating agreements with interested companies, based on the Memorandum of Understanding prepared by the Ministry after to introduce some amendments, and attached to this decision, which is an integral part of it, AND submit a report of the result to the Cabinet so that it can be applied to the plan starting with Al-Zahrani and completing it according to the plan.
So far, the factory schedule still increases sensitivity and disagreements between the pillars of the government’s political umbrella, specifically between Speaker of Parliament Nabih Berri and Speaker of the “Free Patriotic Movement” Gibran Bassil due to the Selataata Factory, where He insists that the laboratory be on the government list in the engagement plan. The second refuses to have the factory on the priority list, and from here talks about two phases of the plan to build the energy production plants, the Selata plant will be in its deferred part.
But what do MOUs mean to manufacturers? Is it binding? Are international companies still interested after Lebanon wobbled financially and the economic situation in the world stalled due to the coronary virus crisis?
Energy Minister Raymond Ghajar explains the memorandum of understanding to “The Call of the Nation”, saying that it is a simple administrative framework that expresses the company’s offer to enter this field, and follows the steps of the first consultations with companies eager to build power plants, and therefore the bids they want need to be translated. The companies that submit them so that these inquiries are documented in written notes, not binding on the companies or the state, but allow a clear scientific comparison is placed on the cabinet table to determine your position on each offer.
It indicates that these notes are a serious step on the way to start formal negotiations with companies, which generally include details of offers, from the proposed capacity of the plant, efficiency, type of fuel, financing, method of payment, guarantees … and so on of contracts of this type. He notes that these notes allow for a comparison between the offers so that the Council of Ministers can choose between them, and then the Minister of Energy can be asked to start new negotiations with the highest bidder to improve the contract in terms of prices and facilities.
Rome denied that the manufacturers had reversed their offers, some of which were explained in the Public Works Committee in the presence of representatives of these companies due to the global financial crisis, pointing out that the negative effects of the Corona virus on the global economy are pushing international companies to seek new investment opportunities, but that is the case. Stumbling over the Lebanese state may organize new measures, “but we don’t want to anticipate it, and we have to wait for what will be officially presented by the companies that want to invest, and here is the importance of the memoranda that we will sign.” He emphasized that the most prominent international companies wishing to invest, who had previously expressed a desire to do so, which are “Siemens”, “General Electric”, “Ansaldo” and “Mitsubishi” are still in their position and enthusiasm to enter this field, and they did not change their opinion or retract their offers. .
He noted that the Chinese expressed their desire to enter the field of finance and not build factories, which means that there is no conflict between the Chinese authorities and manufacturers, as they can reach an agreement between them to establish an association to implement these Projects. He indicated that he will present memoranda of understanding to companies very soon, which cannot exceed the period of days to return to the Council of Ministers for the required action.
And if the plan has been divided into two phases, the Minister of Energy confirms that the plan approved in the cabinet includes the construction of three factories, in Silata, Deir Ammar and Al-Zahrani, and therefore it will be a range of options for Companies wanting to invest, available among the three labs to present their offers according to their considerations and accounts. Without that, starting a building would allow you to finish before anyone else. In the end, however, the Cabinet will have the power to decide to set implementation and enforcement priorities.
