The committee approved the following recommendations:
one- Review and confirm preventive measures in places of detention and determine the needs of each prison in preparation for providing them every 3 months.
two- Activate preventive measures for the most vulnerable detainees, such as the elderly and those with chronic diseases.
3- Raise the level of coordination between the Internal Security Forces and the Ministry of Public Health, to facilitate an increase in the number of beds for wounded inmates in public and private hospitals to receive the necessary and timely treatment.
4- Focus on clear medical standards for treating infected and suspected cases and cases requiring hospitalization and special care.
5- Facilitate the communication process between injured inmates to inform their families through telephones concentrated in prisons. In addition, they can send a message through the messaging application on the Facebook account of the Internal Security Forces (lebisf) to monitor the tranquility of the inmates’ state of health, if necessary.
6- In addition to the previous steps taken by the judges and the Ministry of Justice, request the competent criminal judicial authorities to resolve on the release of detainees persecuted for a single case within a period consistent with the state of health emergency, and work to expedite the resolution of requests for reduced sentences for convicted persons, especially the sick, the most vulnerable groups and those with behavior. 7- Encourage all initiatives aimed at reducing overcrowding in Lebanese prisons, which is the main problem in restricting the rights of prisoners and in the deterioration of prison conditions.
8- A sick prisoner who is transferred to hospitals enjoys all the health rights that every patient benefits from, and must be treated in this sense and not as a prisoner.
