Today we face a crisis in the formation of a government, which was not supposed to happen because the quotas awaiting Lebanon do not allow any minute to be lost. With the tightening of positions, there is no close solution on the horizon, because all the solutions that are offered are often lost.
We have proposed reasonable and moderate solutions, but they have not been accepted by both parties. Going back to the constitutional texts and respecting them continues to be the solution in which there is neither winner nor loser.
Four visits to the designated boss, and he was unable to provide us with concept, composition, distribution of bags or names, and the contract was not dissolved, which can be summarized as follows:
• The President-designate does not want to take into account the opinion of the block chiefs in the distribution of portfolios and the appointment of ministers, and proposes a full rotation, and meets with him in this position former heads of government. He is recorded as rejecting the composition if there is no national consensus on the formation of the government.
• The Development, Liberation and Loyalty Blocks insist on joining the Ministry of Finance and appointing the minister and all the ministers of the honorable Shiite community. They register their adherence to the French initiative.
When the problem worsened and became difficult, I consulted with representatives of the parliamentary blocs to seek opinions, most of the people I met were called to turn around and he refused to form a government without taking their opinion.
As for my position on everything that happens, it is as follows:
• Parliamentary blocs cannot be excluded from the government formation process, because it is these blocs that will grant or deny confidence in the Representative Council, even if the composition is limited to the signature between the designated prime minister and the president of the republic . Likewise, it is not allowed to impose ministers and portfolios of one party on others, especially since it does not have a parliamentary majority.
• The constitution does not provide for the assignment of any ministry to any of the sects or to any group of parties, nor can any minister be given authority that is not stipulated in the constitution.
Participation in the executive power is through the government and is exercised by the ministers in accordance with articles 65 and 66 of the Constitution, which makes all ministers equal, each one in the affairs of his ministry and by belonging to the Council. of Ministers, and no one has the right to impose his authority on another outside of the constitutional texts.
Regarding procedural authority, the constitution is entrusted to the Council of Ministers collectively and not to its president or any of its members, so participation in procedural decision-making is achieved in accordance with the mechanisms of the Constitution. The president of the republic who exercises the function of presidency of the state presides over the cabinet when he attends and participates in the deliberations but does not vote, which makes him the only one in the cabinet who does not have effective participation in the executive power.
The hardening of the two positions will not lead us to any result, except for further aggravation, while Lebanon is what it most needs in light of all its successive crises, some solution and solidarity to be able to rise up and face its problems.

Although we all feel the sterility of the sectarian system with which we are struggling and the successive crises it causes, and although we feel the need to develop a modern vision of a new form of government based on civil status, he suggested taking the first step in that direction by abolishing the sectarian distribution of the ministries that were called sovereignty and not assigning them to specific sects. Make it available to all sects, so that ability to achieve, not sectarian affiliation, is the criterion for choosing ministers.
Will we take this step and begin the rescue process that we have at our disposal, or will we remain hostage to sectarianism and sectarianism?
Neither harassment of each other will benefit, nor will harassment abroad work. Only our understanding based on constitution and balance will lead us to stability and recovery.
