However, the notable advance, according to Al-Modon’s information, is that after the problem that occurred between Yom and River was presented from outside the agenda, it was discussed. And when the idea of ​​”filing a criminal case against the governor to seize freedom and threaten Yameq,” two of the members rushed to withdraw, and another hinted to withdraw as well, due to the excessive quorum of the session, in opposition to file a lawsuit on behalf of the municipality, as a result of their previous differences with Yemq.
Consequently, no effort was made to file a lawsuit on behalf of the council against the governor, in support of his office. And it may be enough for him personally with the case as mayor.

On Thursday morning, Nohra issued an explanatory statement in which he said: “In response to the calumnies and delusions that some propagate … the governor’s office wants to clarify the following fact: The mayor was called to investigate on the above issue (the municipality fire) at the request of the Minister of the Interior and Municipalities, Muhammad Fahmy, while signing his statements, he deliberately misled the governor and photographed parts of the investigation report, which is not legally allowed. He said: “It is important that the governorate clarifies that the investigation with the mayor was carried out in accordance with the laws, ethics and current regulations “.

The “rebellion” abhors
But explaining to Nahra didn’t help him curb the anger in Tripoli, as Yameq confirmed to “Al-Modon” the story of his threat to the governor’s office, and demanded that he check his cameras to show what happened in his office. and presence. of employees if he was sure of himself.
On Thursday morning, Yemq presented a letter to each of the acting prime ministers, Hassan Diab, and to the interior minister, in which he contained what happened between him and Nahra, after having coordinated with the Tripoli Bar Association. the content of the complaint against the governor.

Yemq held a press conference in the hall of the Rashid Karami Municipal Cultural Center (Nofal) on Thursday, and civic activists came to Al-Baha in solidarity with Yameq, raised slogans against the governor and demanded his removal and “stop his hand of the municipalities of Tripoli and the North ”, considering that“ the governor has calm and aggressive intentions. Towards Tripoli and its people, and we reserve the right to criminal proceedings against them ”.

Yamaq noted that “the northern governor acted defectively with the former president, Ahmed Qamar al-Din, in his attempt to blackmail the mayor of El-Mina, Abdel-Qader Alam El-Din, and with the journalist Abdel-Karim Fayyad in 2017 when he threatened him and raised a stick equipped with nails, confirming that the governor of the north has false intentions and aggression towards Tripoli and its people. ”

Bad answers
The statements of complaints and reactions against the governor, Nohra, whose history of his relationship with Tripoli is full of many suspicious positions that reflect his lack of transparency, did not stop, revealing each crisis of the magnitude of popular resentment against him. This made him one of the most prominent symbols of the authority that the people of the city and the north demand to overthrow.

For his part, former Prime Minister Najib Mikati called Minister Fahmy to denounce what happened, and asked the Minister of the Interior to open an investigation into what happened between the governor and Yimq, in order to “take the appropriate measures to preserve the property, customs and the office of the mayor of Tripoli, especially since the mayor is elected by the people. “And it should be dealt with on this basis.”

Dr. Khaldoun Al-Sharif testified on the issue, linking it to the Nahra issue, in the context of what happened recently, on “the indictment of terrorism charges against those arrested in the Tripoli riots, which included unacceptable burning of the Municipality of Tripoli and the Sharia court “.
Al-Sharif believed that “all of these indicators are coming to intimidate the Lebanese and in an open attempt to reestablish the focus on a stereotype drawn for Tripoli long ago for conspiracy reasons.” He also asked the ministers of the Interior, Defense, Justice and the military court “to correct the total errors that occurred during this period against the city and its image. Former MP Misbah Al-Ahdab tweeted: “MPs in Tripoli are not allowed to remain ‘blind and blind’ because of Aoun and Bassil’s confidence and about their rudeness and disregard for the dignity of the people of the city. At least demand of the Minister of the Interior to remove Ramzi from office immediately.

As for a member of the municipality of Tripoli, Basem Bakhash, he was enraged against the governor saying: “The governor acted unethically yesterday with the mayor of Tripoli, when he summoned 5 security agents to prevent him from leaving and taking his cell phone later after the conclusion of the investigation that was carried out on the fire in the municipality. This behavior is unacceptable and flawed against the governor ”.

Bakhash cited a report by Al-Modon, noting that it emerges from (former) colleagues in the El-Mina municipality and from the article titled The governor, Nahra, blackmails the heads of the municipalities of Tripoli and Al-Mina … with files of corruption? The Council of Workers and Employees of the Municipality of Tripoli condemned what happened with Yimq and said: “We are in a state of institutions and not in a state of gangs.”
Likewise, the head of the Northern Public Drivers Union, Shadi Al-Sayed, considered that “the governor’s mandate to carry out the investigation with Yamaq was weak and lacks the element of effectiveness and content, given the differences between the governor and the city.”
The “Lebanese People’s Congress” in Tripoli considered that assigning “the governor accused of negligence to carry out an investigation with the mayor is a serious mistake because the first accused of negligence is not allowed to interrogate the mayor.”

The text of the mayor’s book
He published the text of the book, which addressed both Diab and Fahmy, and its topic was titled “Reporting a crime committed by an employee in the performance of his work.”
From what is expressed in the book, we mention some points: “What the complainant has done degrades the dignity of the position and position he occupies and violates the provisions of the Municipalities Law and the Lebanese Penal Code, for the following reasons:

1- You know that the head of the executive authority in the municipality of Tripoli, in this capacity, is not an employee according to the personnel law.

2- On the other hand, the investigation carried out by the complainant with the complainant is an administrative investigation and not a judicial investigation.

3- Based on the fact that the investigation is administrative and that there are guarantees enjoyed by the mayor of Tripoli who is under investigation … the most important of which is the right to confront and inform the investigator of the violation attributed to him, as well as the right to see the file with all its contents, including investigations, papers and evidence, so that he can determine his position.
Consequently, and as long as you have the right to see the record when conducting a disciplinary prosecution, then, based on the conclusion and measurement, there is no objection to photographing the investigation before the prosecution takes place.

4- In any case, while the investigation is administrative and not judicial, there is no explicit provision that prohibits filming.

5- It is assumed that photographing is illegal, it is not possible for the complainant to try to remove the effects of this spontaneous violation that occurred to the complainant, by committing a crime classified in the penal code, especially articles 569 and 575.

6- While we place these facts in your hands, we request an administrative investigation with the complainant, and in the face of this, appropriate measures must be taken against him.

7 – We reserve our right despite this summons and regardless of its result as to whether or not to move the disciplinary prosecution against the complainant, we reserve the right to criminally prosecute him for the crimes of articles 569 penalties and 575 penalties.
