Beirut – Mansour Shaban

The Maronite patriarch, Cardinal Mar Beshara Boutros Al-Rai, stressed that “we need an exceptional government to rescue”, noting that “we should have waited for the consultations until the assignment is completed.”

In an interview with Al-Jadid TV, he said: “Whoever is elected to head the government will not be envied, because we are facing an earthquake and there must be a strong concertation of all parties.”

He considered that “everyone regretted the delay in judging the issue of the attack on the Beirut port, and there is no judiciary, no state has taken charge of the people, and we are surprised that nothing has yet been issued by the judiciary, and that is why we said that the Lebanese judiciary should help with the international investigation because what happened is a big accident. “

Al-Ra’i said: “The way politicians treat him does not reveal any responsibility for the destruction and devastation that is taking place in Lebanon. The Lebanese people are left alone, and whoever takes over as prime minister must “roll up your arms” and endure and be patient.

And he considered that “Lebanon must distance itself from regional and international conflicts”, noting that “Lebanon is not a land of war and has to get out of alliances, and when” Israel “attacks us, the Lebanese state is obliged to defend its people and therefore a state must be created “.

Al-Rahi explained that “the late President Gamal Abdel Nasser was the one who called for Lebanon to be neutral, and I did not condemn Nasser’s policy.”

Al-Ra’i noted: “I did not mention Hezbollah in my memorandum on neutrality, nor did I write it down, and the Iranian ambassador took a message to the party,” asking Hezbollah: “Do we have to remain in a permanent state of war? Don’t you want stability in Lebanon? “

He pointed out that “the presidents of the republic and the government are impartial and the president of Parliament, Nabih Berri, sent us a letter with Archbishop Matar in which he affirmed that he is neutral.”

He stressed that “neutrality is what gives life to Lebanon. What worries me is that Lebanon is a state for all Lebanese and, according to the constitution, the decision of war and peace is decided by the government with two thirds of the votes”.

On his call for dialogue between Christian parties, Al-Ra’i explained: “We were thinking about what would be our strategy to get out of the impasse and it is important for me to think about how we will face our problems in Lebanon.”

The sponsor noted that “we must return to ourselves and Lebanon as a country that is 100 years old, and we must think about how we got to where we are.”

He stressed: “Today we are not a state, but a group of states that do not neutralize Israel, which is an enemy of Lebanon.”

Al-Ra’i considered that “judging for us does not go”, and the government as it does today is not solid, and the error is that when it began in contradiction with the constitution, the parliamentary blocs are those that make up the government because the Parliament no longer holds it accountable and therefore, for the country to function, the government must be independent.

He said: “We have the constitution and we must continue according to what it stipulates. Therefore, the president of the republic must carry out consultations, and as a result of those consultations, the prime minister is called. I don’t care who he is, and our The problem is that they have begun to enter into regulations without reforming the constitution. “

He considered that “the value of Lebanon is in pluralism, and Lebanon is a civil state, and the division in Lebanon has been eaten away forever, and the Lebanese people are untouchable and Lebanese culture is living together. The Taif accord. it talks about expanded decentralization, so why don’t they implement it?

He noted that: “The new constitution is the Taif Agreement, which is text and spirit, and they did not implement it.”

He said: “Today we are not a state, but a group of states that are not neutral towards Israel, which is an enemy of Lebanon.”

Al-Ra’i continued, referring to the border demarcation negotiations: “I do not believe that the border demarcation negotiations will achieve normalization, and today is not the time for normalization, and Lebanon needs a demarcation to be able to benefit from oil “, and emphasized that” normalization will not happen today. “

When asked about the relationship between him and the President of the Republic, General Michel Aoun, and whether he holds him responsible for the crisis in Lebanon, Al-Rahi replied: The president is a president who they say has no powers. I say yes, the constitution gave him powers, and when he has something I go to him and propose the matter or send him a messenger. Overall, our relationships are excellent.
