The President of Parliament, Nabih Berri, signed the laws approved by Parliament in the session of 12/21/2020 to refer them to the Presidency of the Council of Ministers, including the law that exempts private and public motor vehicles, motorcycles and prepared motor vehicles for rent from the annual traffic rates for the years 2020 and 2021, which the parliament approved with some modifications.
Who benefits from the exemption? The exemption includes the rates for 2020 and whoever pays it will be exempt from it in 2021. In detail, public cars and cars prepared for rental benefit from a 100% amnesty. Private cars with a distinctive number do not benefit from the amnesty, as long as the fees are paid in full, regardless of the type or condition of the car. As for the rest of public cars and motorcycles, the percentage of amnesty varied according to the year of manufacture and ranged between 70 and 90 percent. Also, cars with a very high number of horses that are considered new are not exempt, so all cars that do not pay 100% inspection are also required to pay for inspection.
In the context, the deputy Shamil Roukoz pointed out in an interview with Al-Markaziyah that “the law needs more time to enter into force, since it must be signed by the President of the Republic, to later be published in the Official Gazette as a step final”.
Regarding the importance of the decision, he considered that “in general, it saves the poor or needy class to reduce those expenses, such as public and old cars and rental cars … and they are the ones that most need exemption due to the effect of every pound in his work. “
Regarding the impact on the income of the state treasury, Roukoz considered that “by the nature of the case it reduces them, but the interest of the citizen is more important and takes precedence over any consideration. New car owners with distinctive license plates will continue to pay. “
