Beirut – Omar Habanjar and Daoud Rammal
French President Emmanuel Macron affirmed that his country supports Lebanon and its people, noting that France is working in cooperation with the United Nations and all international partners to hold an international conference aimed at supporting the Lebanese people.
The Presidency of the Lebanese Republic affirmed, in a statement, that Macron sent a letter to President Michel Aoun congratulating him on the occasion of the 77th anniversary of the country’s independence, highlighting that the multifaceted crisis that Lebanon is going through, at various economic and financial levels, social and political, demands strong reform measures.
The French president said that the solutions to the Lebanese crises are known, and is represented by the need to continue with the “road map” to which all political parties committed on September 1 and put it into practice, indicating that the road map responds at the same time to the demands of the sincere friends and aspirations of Lebanon. The Lebanese people.
Macron urged the Lebanese president to call on all political forces in his country to put aside their personal, sectarian and factional interests to achieve the supreme interest of Lebanon alone and the interest of the Lebanese people.
In addition, the message of the President of the Republic will be read today in the Chamber of Deputies in the parliamentary session scheduled at the UNESCO Palace, and will be submitted for discussion, with proposals for solutions to recover the retiring international criminal accountant (Álvarez and Marsal), after blocking his bank accounts.
Or it suggests alternative formulas that ensure the conduct of the accounting audit, through the absent local judicial institutions, after they have been invoked and allowed to perform their role with at least relative independence.
Some people are puzzled to understand this complex surreal scene, President Michel Aoun Egypt by the criminal scrutiny of the accounts of the Banque du Liban, while President Nabih Berri insists on the need to also review the accounts of the ministries, while the governor of the Banque du Liban, Riad Salameh, guardian of the House of Money, sits on the balcony of the spectators waiting for the end of the scene.
Information on the recent meeting of the Central Council of the Banque du Liban, headed by Governor Riad Salameh, owner of the famous financial engineering, indicates that the governor asked the members of the Council, each of whom represents a political group , involved in quotas and corruption, regardless of their face, that they propose an adequate solution to get out of this situation, provided that The answer comes later on what should be done to maintain the support of the basic materials as much as possible.
But where to secure the money to continue the support? The Banque du Liban has no choice but to dispose of the remaining mandatory reserves, which are also deposits for the Lebanese, in the absence of any legal guarantee that these deposits will not be smuggled abroad.
The central board of the bank decided to preserve the mandatory reserve ratio of 15% of deposits to 12%, noting that some members of this council representing the parties in power demanded a reduction to 10%, which would give the ruler the capacity to have three thousand five hundred million dollars of bank funds available to extend the subsidy period.
Annual support for medicines, food and oil amounts to about $ 1 billion and $ 300 million annually, and even a large part of the subsidized materials are smuggled into Syria, and some of them carrying medicine and food enter the Arab region. .
The president of the Progressive Socialist Party, Walid Jumblatt, saw this as a prelude to a general collapse and asked about the possibility of an exceptionally resigned cabinet meeting under the heading of necessity, but journalist Salem Zahran informed the “LBC” channel yesterday that He met with the Prime Minister of the resigned government Hassan Diab and asked him this question. His answer is categorical: “I don’t see the benefit of meeting with the government, so they accelerate the formation of the government.”
For their part, Álvarez and Marsal confirmed yesterday their withdrawal from the criminal audit of the Central Bank of Lebanon, since they did not receive the necessary information to complete the mission.
It added: “Due to the lack of sufficient information, Álvarez and Misral were unable to complete the review, and the Ministry of Finance was formally notified of their decision to rescind the commitment.”
The company said that “in a meeting held on November 4-5, the Ministry of Finance and the Bank of Lebanon confirmed that the information requested by Álvarez and Messal will not be available in the near future.”
“We will remain available if the Lebanese government wishes to deal with Álvarez and Messal again, under conditions that are more stimulating to successfully complete the mission,” he added.
On the other hand, the media office of the Minister of Finance in the interim government, Ghazi Wazni, categorically denied what was expressed in the statement published by the company “Álvarez y Marsal” that the Ministry of Finance confirmed that the information requested by the company it will not be presented in the near future.
