A prominent judicial source explained to Al-Sharq al-Awsat that the judicial investigator, Judge Fadi Sawan, “made very important and difficult decisions regarding the Beirut port explosion, which led to the arrest of 25 people, in particular the Director General of Lebanese Customs Badri Daher. And the former Director General of Customs, Shafiq Marei, and the Chief of the Port of Beirut, Ing. Hassan Quraitem, the Director General of Land and Maritime Transport Abdel Hafiz Al-Qaisi, and the Port Security Officer, Intelligence Brigade General Tony Salloum, in addition to senior Port employees, in addition to hearing the testimonies of 53 witnesses, including current and former ministers of public works, finance and justice, and current and former heads of the security services in Lebanon .

The judicial source pointed out that “the investigation took two leads, the first related to the failure that caused the introduction of ammonium nitrate in pavilion No. 12 of the port, and how to keep these hazardous materials in the port campus for seven years, and the second clue is related to determining the causes of the explosion, and is the result of non-compliance and error. ” Or is it the result of an orchestrated terrorist and security action, “noting that” the technical part has entrusted foreign experts, American, French and British, to determine how the explosion occurred. “He added:” The Federal Bureau of Investigation ( FBI) of the United States has launched its report that determines the volume of explosive materials estimated at 552 tons of the 2750 tons that were stored in Pavilion No. 12. Which left 16 km of damage at a radial distance of 16 km , and its damage was distributed between destructive and severe, medium and light, and the US report seemed inclined to exclude the terrorist act.
The judicial source indicated that the French report “will be detailed in terms of determining the causes of the explosion, since the French experts in explosives worked for a longer time, conducting an exhaustive study of the land, destroyed buildings and facilities and the sea of the port of Beirut, and they raised samples that supposedly confirm if there was an external target or that the port contains Over missiles, weapons and ammunition, or that a bomb was placed in the hangar that caused the detonation of ammonium nitrate ”.
