In the tanks, it was not possible to activate the manual transfer because the employee responsible for that in the hospital was not present , and he was informed, and his attendance took about an hour, forcing medical personnel to manually resuscitate patients and request civil protection supplies.
The investigation pointed out that “11 cases suffered a deterioration in their health status of 58 patients in the departments who were subjected to lack of oxygen”, indicating that “the health personnel in the hospital is more than 330 doctors and 450 nurses who have not been used consistently with the emergency event, and that the reason for the defect in the distribution is the negligence of the hospital administration and the negligence of the hospital director and his nursing assistant, administrative and technical matters. “
