So far, the group has filed 300 legal complaints detailing how some of the victims died to Bergamo prosecutors, who began an investigation into the authorities’ alleged negligence in June.

Lucati said that the legal complaints did not specify the crimes or the perpetrators, but that the investigations carried out in recent months “allowed us to establish clear responsibilities,” which led to a civil lawsuit.

He added that “the government and the region are responsible for violating the rules and neglecting duties. The law obliges Italy to develop an appropriate national plan and the regional authority to implement an appropriate regional plan.”
