He said: “We are still far from establishing multilateral mechanisms to guarantee the safe and fair management of the cyber field.”
He continued: “We are also witnessing the fragility of the disarmament regime and the growing risks related to the proliferation of nuclear and chemical weapons.”
Guterres called on the countries of the world to work to eliminate these weaknesses and take the “stable path”, expressing his hope that humanity can seize the opportunity to overcome the “Covid-19” pandemic to move “from confusion to stability. “
