Decision of the Minister of Education on distance education during the general closure

The Minister of Education and Higher Education Tariq Al-Majzoub issued Decision No. 536 / M / 2020 related to the organization of learning during the general closure period for the 2020/2021 academic year in private and secondary schools, and official schools and secondary schools for the hours before and after noon, indicating:

The Minister of Education and Higher Education, based on Decree No. 6198 of 05/13/2020 related to announcing the mobilization to counter the spread of Coronavirus and its effects, based on the proposal of the Director General of Education, approves the next:

Article 1: In accordance with the general closure decisions, public and private schools and secondary schools will be closed and work on face-to-face learning within the blended learning program will be suspended from 11/11/2020 until Monday morning 11/30/2020 in official and secondary schools for the shift before noon and after noon, and in private and secondary schools.

Article Two: Blended learning is replaced by distance learning during the closure period in public and private schools and secondary schools.

Article Three: Work continues in official schools and high schools with the complete weekly teaching program specified in this regard according to the schedule attached to Decree No. 10227/97. Work is suspended dividing people into groups and the division adopts a group.

Article 4: Regulate the calculation of hours and wages during the closing period in official and secondary schools.

The work of mechanization workers, contractors, employees, multidisciplinary team and specialized educators in official colleges and high schools is calculated as follows:

First: Regarding the multidisciplinary work team in inclusive schools.

The compensation for the remote assistance hours implemented by the multidisciplinary team in the inclusive public schools is calculated as the actual working hours. As for specialists in evaluative education or specialized education, the hours of their accompanying real working hours are calculated, in a similar way to the rest of the contractors, and the director of the college / secondary school is required to send the schedules effectively executed to competent references in the ministry in accordance with approved standards.

Second: Regarding mechanization workers in official schools and high schools.

The mechanization worker in the college / high school during the closing period complies with what the director requires of him in terms of work and tasks, and performs a remote monitoring of all the requirements of the implementation of the SIMS program, as well as the requirements to ensure electronic communication between teachers, teachers and their students, including providing their electronic knowledge and experience to ensure the correct implementation of the learning plan. You are then entitled to the daily wage according to your approved work schedule from the beginning of the school year, if you complete your full daily shift.

Third: With respect to the users of the service and cleaning in official and secondary schools.

The cleaning and service personnel arrive at the school / high school two days before the end of the closing period to clean the building, its facilities and equipment, with the aim of receiving students after the closing. In addition to these two days, a salary is calculated for two working days for each week during the closing period, and the director continues to contribute to the National Social Security Fund as specified, without modification, in order to preserve his rights.

Fifth Article: Distance learning itineraries are adopted in official and secondary schools in accordance with the following:

– Online platforms, free applications and any means of social networks, based on interactive communication between the teacher and the student.

Learn through traditional or electronic means without interacting with students.

Article Six: Procedures for monitoring the implementation of the routes and the mechanism for calculating teacher fees in official schools and high schools:

1- The coordinators, if present, or the directors monitor what the teacher / professor / contractor does in the context of student training, and prepare weekly reports for the director on all the work carried out with the degrees of the lessons and activities carried out, in addition to the number of hours implemented in each subject and in each class, the Guidance and Orientation Agency of the General Directorate of Education has the task of monitoring distance education in public schools and high schools.

2- The official school / secondary director monitors the work of the teachers / professors / contractors directly and through the weekly reports presented by the coordinators and directors assigned to monitor the implementation of the educational pathways, with the aim of verify their implementation of the teaching work as well as evaluate their performance and production, and thus take the necessary measures for the treatment, including communication with the Educator mentors, according to the subject when necessary.

3- The director prepares a schedule of the hours executed for each teacher / professor / contractor based on the basis for their calculation according to the distribution schedule of weekly lessons previously scheduled as real teaching classes in the event that the teacher / teacher / contractor perform all tasks included in each learning path, but if they are partially implemented, they will return. The manager, in coordination and / or the superintendent, will agree to determine the number of hours payable.

Article Seven: The official school / high school principal takes what is necessary to activate the Internet subscription to provide continuous and rapid communication.

Article 8: This decision informs the obligated parties.
