The Syrian regime summoned Borrell and the foreign ministers of several member states of the European Union to participate in this conference on the issue of the return of refugees.
The Spaniard said in a statement that “the European Union and its member states will not participate” in the conference.
Its spokesman, Peter Stano, declared that “such a conference is premature”, stressing that “the priorities are the following: conditions for a safe, voluntary and dignified return to the regions in accordance with international law and the unhindered arrival of refugees to their areas in Syria. “
Borrell stressed that “the current conditions in Syria do not promote the promotion of a large-scale voluntary return within conditions of security and dignity in accordance with international law.”
It explained that the few returns that have occurred reflect the formidable obstacles and threats to the return of refugees and displaced persons, especially forced recruitment, arbitrary detention, forced disappearance, torture, physical and sexual violence, discrimination in obtaining housing, land and assets, the deficiency or lack of basic services.
Borrell said: “We renew our urgent call to the regime and its supporters to participate fully and in good faith in the work of the Constitutional Committee and all other issues mentioned in Resolution 2254 of the UN Security Council, especially the release of prisoners. “.
