The Director General of Customs, Badri Daher, issued the following circular: “After much talk recently about the smuggling of quantities of fuel oil to Syria, and in view of the exceptional circumstances the country is going through, and in the interest of the General Directorate of Customs, which works to combat smuggling significantly despite limited capabilities In order to protect the Lebanese consumer, therefore, and in accordance with the Customs Law, we have decided as follows:
1- Request importing and distributing companies, and when transporting fuel from customs warehouses, commitment to the following itinerary:
– Kahala – Dahr al-Baydar towards the Bekaa.
– Beirut – Tripoli – to the north.
And it must be mentioned in the transport vouchers provided by customs, the destination and the time required to make the transfers, provided that it does not exceed three hours and that the transfer is not allowed at night, in addition to all the information about the truck and the goods.
2- The owners and investors of service stations must maintain restrictions that include the quantities of fuel received and discharged in their tanks, and the registry of each entity that purchases an amount greater than four hundred (400 liters).
Any violation of the foregoing is considered a presumption of the existence of an export violation for contraband, and the author is subject to customs prosecutions in accordance with customs law.
This measure is effective from its date until further notice. “
