The Committee for Monitoring Preventive Measures and Procedures for Coronavirus held a meeting in Greater Serail headed by the Secretary General of the Supreme Defense Council, Major General Mahmoud Al-Asmar, Chairman of the Committee, and in the presence of Dr. Walid Al- Khoury, Advisor to the President of the Republic for Health Affairs, Dr. Petra Khoury, Advisor to the Prime Minister of Health of Hegazy, Prime Minister of Health, Ms. Leilazy. Public relations and representatives of the ministries of the interior and municipalities, public health, public works and transport, labor, foreigners and expatriates, agriculture, tourism, the president of the Beirut Medical Association, the Union of Private Hospital Owners, the Union of Nurses and several specialist doctors in university hospitals, the Lebanese Red Cross Examine the recommendations issued by the scientific committee of the Ministry of Public Health in its history and evaluate the strategy previously approved by the committee to face the Coronavirus and the procedures supported by it and the not implemented by him about it.
The meeting issued the following recommendations:

1 – Ministry of Public Health:
1- Activate the work of the epidemiological surveillance program by increasing the number of workers monitoring cases, which are currently about 57 throughout Lebanon, at a rate of 30 workers per 100,000 inhabitants residing in Lebanon, as well as activating the IMPACT platform prepared in cooperation with the Ministry of the Interior and Municipalities for the follow-up of cases. And reduce data gaps in order to count and contain incipient cases.
2- Make sure that the hospital and health institutions follow the previously agreed and circulated risk containment protocol, and that it is duly applied by them.
C – Circulate to government and private laboratories, determining the time for conducting the tests for those in contact with positive cases, at least five days from the date of contact with the person infected with the Coronavirus.
D – Develop a plan to increase the number of PCR tests for the contacts and the environment most vulnerable to infection, with the aim of limiting the epidemic and limiting its spread with the possibility of reaching a rate of / 110 thousand / examination per million inhabitants.

E – Study and approve the rate previously proposed by both the Coronavirus Preventive Measures and Procedures Follow-up Committee and the World Health Organization for the treatment of patients with Corona in hospital institutions to arrive as soon as possible at a specific formula that adopt private hospitals in the reception and treatment of cases of Coronavirus infection.
F – Activate the commitment of a specific mechanism for the admission and reception of patients infected by the Coronavirus in hospital institutions and the approved mechanism for their withdrawal.

2 – Regarding the quarantine centers that have been prepared and operated by the committee in cooperation and coordination with the Ministries of Public Health, Interior and Municipalities and international donors:
A.- The Ministry of Public Health, within a week of its date, will pay the material allocation owed to the directors of the Corona quarantine centers of the IMF loan destined to combat the Corona pandemic, as previously determined .
B- The international donor agencies work to activate coordination and ensure the operating costs of these centers in a flexible way that responds to the necessary and urgent needs.

3 – Unions of private hospitals, doctors in Beirut, doctors from the north, nurses and nurses in Lebanon, setting up an emergency telephone line for each of them at the disposal of health sector workers to report any problem or complaint related to the non-implementation of the risk containment protocol within health or hospital institutions Address the issue in coordination with the Ministry of Public Health.

4- The Union of Private Hospital Owners Guarantee and work to open and operate special departments for Coronavirus patients in all category A hospitals in Lebanon, while providing incentives for doctors, nurses and workers in these departments.

5- The Ministries of the Interior, Municipalities and Tourism begin to activate the procedures subject to the third phase of the plan to reopen the generalized sectors in support of the recommendations issued on 08/26/2020 regarding the taking of legal measures against offenders from the issuance of warnings, the organization of seizure records to the closing with red wax, rigorously to underline the minutes Administrative control against offenders of preventive measures in terms of not wearing a mask / face mask and nose.

6- The Ministry of Public Health, in coordination with donors, is the need to work on the allocation of beds and intensive care rooms in the Dahr Al-Basheq Government Hospital for the benefit of inmates infected with the Coronavirus.

7 – Ministry of Justice: Work to reduce overcrowding in prisons by activating the implementation of the measures proposed in this regard in coordination with the competent authorities.

8- The Ministries of Public Health and Social Affairs work to develop an action plan to respond and contain cases of Corona infection in health homes (elderly, people with special needs, people with mental and mental illnesses, … ) and to equip special beds in hospitals for Corona patients with mental and mental illnesses. .

9 – Include the daily report issued by the National Disaster Management Operations Chamber on the Corona virus, an interactive map of Lebanon showing the number of infected cases per 100,000 inhabitants during the fourteen days remaining in each district to be take appropriate steps in each district to close and tighten procedures in accordance with developments at that time. .

10 – Work to implement and activate the recommendations mentioned above and wait to implement the closure of sectors while continuing to assess the reality of the spread of the epidemic and the capabilities of the health response to build on what is required.

11- The Ministry of Information circulated and promulgated the above recommendations to the public in order to raise awareness and adhere to preventive measures and procedures.

12- Form a working group by the committee to develop an awareness plan against the dangers of the Coronavirus in coordination with local media, NGOs and religious leaders.
