Ankara seeks to become a direct participant in events “on the ground” in the South Caucasus region, obtaining the same status as Russia. For example, by establishing “safe passages” and conducting “joint patrols” in the proposed demarcation areas of lines of separation between forces.
However, the “Syrian model” of the settlement, which Turkey is trying to transfer from Idlib to Karabakh, demonstrated Ankara’s inability to meet its obligations. Furthermore, it appears that Ankara does not have any political or moral right to require the Armenian side to withdraw its forces from the Azerbaijani “occupied territories” due to the fact that the Turkish leadership does not facilitate in any way the return of all Syrian lands, including the northwest of the country, to the authority.
