1- The specifications mentioned in the book of conditions for the supply of diesel are established by the manufacturer “Siemens” according to the “Siemens Manual”, and the difference mentioned with the reports of the laboratories of “Bureau Veritas” Dubai – United Arab Emirates , which are contracted with the Ministry of Energy. And the Water – General Directorate of Petroleum, deals with the test method for one of the specification elements of the sample taken from the diesel loaded in the tanker “Histria Perla” (noting that the bank procedures have not been completed in the exterior nor has the supplier’s approval been issued to unload the cargo of this gas tanker. Oil to date).
2- The manufacturer “Siemens” requests that the test be performed according to the “ASTM D381” test method. Bureau Veritas laboratories, in turn, have repeatedly confirmed that the aforementioned method cannot be applied to diesel (ASTM D381), nor is it accessible to the maximum extent indicated in the “Siemens” proposals for that agreement article with this test method? Despite the correspondence between the Ministry of Energy and Water, the General Directorate of Petroleum, the Lebanese Electricity Corporation, the manufacturer “Siemens” and the company “Bureau Veritas”, according to which the manufacturer “Siemens” was requested to supply a company for more than ten days. Bureau Veritas, with its recommendations and the mechanism adopted by it to apply the aforementioned test method to diesel, the EDL is still awaiting the final response from the manufacturer “Siemens” to study and build on the issue. with the Ministry of Energy and Water – General Directorate of Petroleum.
3- Another marine tanker loaded with diesel, coming from Kuwait, was supposed to arrive on Friday 03/26/2021 at ten o’clock in the morning, but it was suspended, like the rest of the world shipments of fuel, in the Strait of Suez Canal as a result of the accident that caused its total closure and interruption. Navigation, which prevented him from arriving on time, knowing that the documentary credit related to it is open, and the maritime tanker can unload its cargo directly after the corresponding authorities verify its specifications.
The EDL concluded its statement, stating that it will work to “inform the honorable citizens of any new information as soon as it is received, through subsequent data on the matter.”
