In the same context, de Frij warned of the danger of emptying the public administration of the scientific competencies and specialization that the recruitment of this international program guarantees. He drew attention to the negative impact of this step in the reform process necessary to restore confidence and the rise of Lebanon from its financial, economic and social crisis. He praised the experience he had with the team of the Ministry of State for Administrative Development during the years 2014, 2015 and 2016, highlighting that these experts were known for their transparent and fair performance during the management of the reform files. He expressed his fear, if they are dispensed with, of not moving forward with the desired reform strategies and plans built by those responsible for the programs and projects, during the accumulated and serious work of modernization and development of the State.
He pointed out the material and moral losses and the major damages that will derive from the stoppage of the projects carried out as a result of the stoppage of contracts with those responsible for their management, in preparation, implementation, monitoring and evaluation, either in the field of development administrative, digital transformation, solid waste management and alliance with civil society.
He focused in particular on the loss of existing projects, especially the file for digitization and preservation of personal status files, the mechanization of the courts project, which was implemented in several of them within a plan to circulate to all courts, and the generalization of the concept of performance monitoring through the development of sectoral performance indicators and an extensive program with the support of the European Union to develop Social Security and modernization of its capacities, and the distance training platform, benefiting more than 1,300 public sector employees and other programs and projects.
