The signing was attended by high-ranking officials from the Bahraini and Israeli sides, and the King of Bahrain, Sheikh Hamad bin Isa Al Khalifa, the crown prince and the prime minister were absent. Bahrain is the second Gulf state to establish diplomatic relations with Israel after the United Arab Emirates, and the fourth Arab country after Jordan in 1994 and Egypt in 1979.
