Beirut – “Al-Quds Al-Arabi”:
Despite the judicial developments surrounding the Beirut port blast dossier and the accompanying indictment against Acting Prime Minister Hassan Diab, who declined to be questioned, then-discriminatory prosecutor Judge Ghassan Awaidat withdrew. of the port file due to the relationship between him and the accused minister, Representative Ghazi Zaaiter, However, the government formation file did not lose sight of it after Prime Minister-designate Saad Hariri presented his training to President Michel Even without being agreed.
The government file was the subject of controversy and verbal confrontation between the Presidency of the Republic and Prime Minister Hariri in the context of an article published by Aoun’s advisor, former Minister Salim Jreissati, in which he addressed Hariri, considering that “ He is in a situation of captivity as a result of the conditions that he established and the aspiring heads of Ambassador Mustafa Adib’s club of government when he was assigned to the parliamentary majority He formed the government and prevented him from doing so under these conditions. And he addressed him saying: “Just as your captivity may come from the promises you made to the two or other political forces, which you cannot deny for considerations related to your political calculations, especially in light of the ambitions of your home. and you bid them against you because of your patriotic positions, or because of your fears of apostasy. A punitive or prohibited act by countries that have banned the name or suggestion of “Hezbollah” from any minister of their future government.
Jreissati added: “Dear President, you know or are supposed to know that the only one who can help you overcome all these considerations is the President of the Republic who has been given authority by the constitution to sign the decree that forms the government to issue it and publish it, after you have waived the availability of constitutional standards in government and are convinced. That it will fulfill the task that is expected of it, agreed with you with the joint signing of the decree of its constitution, so that the executive power is established and duly assumed. All this makes me propose that you go beyond the form to the content, so do not go up to the Baabda Palace just to go up to it, and do not cut yourself at the same time, in the position of President, God forbid, in front of the status quo or as a matter of “I bear witness that I have paid my dues” in a desperate attempt to retain the president. Responsibility to delay the formation of the government and incite public opinion against it, and the people are waiting for burning embers. This is not the time to blame or take the pulse, and you cannot beg for the French initiative or take advantage of the sanctions imposed by the United States at the head of the “strong block of Lebanon” or the new situation to eliminate the head of the interim government. , to intimidate the inevitable and real constitutional partner, and all this is what I don’t see in you. And he considered that “the reasonable term for the formation of a government has already passed, and that the principle of good administration dictates that we neither harm nor harm the country and the people nor exacerbate them.”
Hariri reveals Aoun’s attempt to control the decision-making process through an interrupted third-party team
President Saad Hariri’s media office responded to the adviser to the President of the Republic, saying that “the message requires drawing your attention to two issues. The first thing: that the answers that the Chancellor seeks are with His Excellency the President of the Republic. The second issue: that what was lost in information may be due to the lack of access of the advisor to all the information that the President has.
The media office confirmed that “the designated president met with His Excellency the President of the Republic on more than 12 occasions, in a tireless attempt to reach an understanding about the formation of the government, and each time he expressed his satisfaction with the course of the debate, before things changed and, sadly, they changed after Prime Minister Hariri left the Republican Palace. . The president-designate wants a government of nonpartisan specialists to stop the collapse of the country and rebuild what was destroyed by the port explosion. As for His Excellency, the president calls for a government in which all political parties are represented, whether they appointed the designated president or those who opposed his appointment, which will inevitably lead to sticking to the articulations of the decision. And the repetition of the experiences of various governments in which the factors of quotas and political tensions have been controlled.
He added: “It is possible that His Excellency the President of the Republic did not inform his adviser that the President-designate, on his last visit to the Baabda Palace a few days ago, presented a complete government formation with names and portfolios, including four names of the list that the President of the Republic gave to the designated president in The Second Meeting Between Them, which is a list that includes the names of the male and female candidates, in whom the President believes the qualifications required for the minister. If His Excellency did not provide your adviser with government training, the President-designate’s Media Office is ready to provide it as soon as necessary. It may be helpful for His Excellency the Counselor to know that Prime Minister Saad Hariri, since his assignment to form a government, has continued to communicate with international funds, international financial institutions and the governments of brother and friendly countries, and now has an integrated program to put in place a deliberate mechanism to stop the collapse and rebuild what was destroyed by the port explosion, implement reforms and pass basic Laws such as the Capital Control Law.
Hariri’s office continued: “All this awaits the signature of His Excellency the President of the Republic on the decrees to form a government and to set aside the partisan interests that pressure him, the most important of which is the demand for a obstructed third party for a party team, which will never happen under any pretext or name … and can be helpful to the Chancellor. You also know, that the objective is not for Prime Minister Saad Hariri to become Prime Minister, nor to form a government as he was, but that the objective is to stop the collapse and reconstruction, and this can only happen through the implementation of reforms to convince the Lebanese and the international community to slowly pull the country out of the hole in which it is stuck. About a year and a half ago, it would be good if His Excellency the Chancellor had changed the direction of his letter to the party responsible for delaying the drafting, which is a few steps from his office in the Republican Palace.
In turn, the Presidential Information Office responded to the statement from Prime Minister Hariri’s media office, revealing that “President Aoun’s objection was based on the way the wallets were distributed among the sects,” denying that “President Aoun had in mind one day that the parties participate in the decision.”
And he considered that the Hariri communiqué presented a series of myths about the president’s positions that should be clarified: First: The opposition expressed by the President of the Republic was based mainly on the method of distributing ministerial portfolios to sects, and they were not discussed the proposed names. The President of the Republic saw that the criteria are not uniform in the distribution of these bags and asked the President-designate to reconsider them. President Aoun also objected to the uniqueness of Prime Minister Hariri in appointing ministers, especially Christians, without an agreement with the president of the republic, noting that the constitution stipulates that the formation of the government is carried out by agreement between the presidents. of the republic and the government.
Second: The President of the Republic did not provide a list of candidates for minister. Instead, he proposed during the discussion a group of names that were included in a document that the President-designate took for review. By extension, this document was not prepared for delivery or official approval, but fell into the category of an exchange of views.
Third: Every time the designated President visited the Baabda Palace, he used to make a different proposal than previous visits, and the formula that he presented on his last visit was different from the formulas that he consulted with the President of the Republic.
Fourth, President Aoun never submitted the names of the two-party ministerial candidates. Rather, he was asking the president-designate the need to consult with the heads of the parliamentary blocs who would give his government confidence and cooperate with him on the reform bills that the government intended to pass. President Aoun never mentioned “constipation.” The parties with the decision-making articulations ”or“ the repetition of the experiences of various governments controlled by the factors of quotas and political tensions ”. Rather, their concern was above all to arrive at a harmonious government that could face the difficult conditions the country is going through, which require flexibility in handling frankness and realism, not stubbornness and distortion of facts.
