President Bashar Al-Assad today issued Legislative Decree No. 31 of 2020 that modifies some articles of Legislative Decree No. 30 of 3-5-2007, and its amendments, which include the Military Service Law.
The following is the text of the decree:

Republic President
Based on the provisions of the constitution
Draw the following:
Article 1- Articles (13 – 26 – 95 – 97 – 99 – 100 – 105 – 107 – 113 – 114) of Legislative Decree No. 30 dated 5-3-2007 and its amendments containing the Military Service Law will be modified to remain as follows:
1- Article 13:
First:
A.- The person in charge of the compulsory service who has decided to put him in fixed service has the right to pay a cash allowance of three thousand US dollars or its equivalent in Syrian pounds according to the exchange rate determined by the Central Bank of Syria on the date of payment.
B – Military personnel who are in compulsory service will benefit from the provisions of the preceding paragraph.
Second: The taxpayer residing outside the territories of the Syrian Arab Republic in Arab or foreign countries has the right to pay a cash allowance according to the following:
A- Seven thousand US dollars for those whose residence is not less than four years before or after entering the commission age.
B- Eight thousand US dollars for those who have been residents for a period of no less than three years and have not reached the age of four before or after entering the commission age.
C- Nine thousand US dollars for those who have been residents for a period of not less than two years and have not reached the age of three before or after entering the commission age.
D – Ten thousand US dollars for those who have been residents for a period of not less than one year and have not reached two years before or after entering the commission age.
E – Three thousand US dollars for anyone born and residing in an Arab or foreign country.
Or with others, a permanent and continuous residence until it enters commission age.
F- Six thousand five hundred US dollars for those born and residing in an Arab or foreign country for a period of time.
Not less than ten years before entering commission age, and an amount of five hundred US dollars will be deducted for each year of excess residence and up to seventeen years inclusive.
Third: A- The provisions of Paragraph (Second) of this Article shall not apply to the delegate in favor of a public authority.
B – The delegate who has obtained a postgraduate degree for which he was sent and for which no less than a master’s degree, and resided in the country of delegation for the period specified in the laws and regulations in force for the shipment, will have the right to payment of a cash allowance of US $ 6,000.
Fourth: A – A taxpayer who wishes to pay the allocation in cash and whose residence exceeds five years after entering the commission age, will be fined two hundred US dollars for each year of delay.
B – The delegate who wishes to pay the assignment in cash will be fined two hundred US dollars for each year of delay following the year in which he obtained the certificate.
C- The part of the year is considered a full year.
Fifth: A – The taxpayer residing outside the territories of the Syrian Arab Republic can withdraw from the country of residence for a period not exceeding 90 days in a calendar year.
B – The taxpayer residing outside the territories of the Syrian Arab Republic may remain within the country for an additional period of / 60 / days above the period of interruption specified in Clause / A / of this paragraph in exchange for paying a amount of two hundred US dollars, and this period does not count towards the period required to pay the cash allowance.
Sixth: A – A pilot working for the Syrian Airlines Corporation who has been deferred in accordance with Paragraph (Second) of Article / 10 / of this law for a period of five continuous years, or who has completed five years of actual service in the aforementioned institution and has continued to practice the profession during which he is entitled to pay a cash allowance Ten thousand US dollars or its equivalent in Syrian pound, according to the exchange rate determined by the Central Bank of Syria on the date of payment .
B – All civilian pilots are entitled to pay a cash allowance of fifteen thousand dollars.
2- The following paragraph will be added at the end of article 26:
E – A permanent resident outside the territory of the Syrian Arab Republic for a period of not less than one year after having paid a cash allowance of US $ 5,000.
3- Article 95- A cash amount of fifteen thousand Syrian pounds will be imposed on the taxpayer who delays in carrying out the market readiness verifications without legitimate excuse if he resides within the territories of the Syrian Arab Republic and one hundred United States dollars for those who reside outside of it.
4- The phrase “or its equivalent in Syrian pound according to the exchange rate determined by the Central Bank of Syria” replaces the phrase “or its equivalent in Syrian pound according to the exchange rate issued by the Central Bank of Syria” provided that mentioned in article 97 /.
5- Article 99- A fine of twenty-five thousand Syrian pounds will be imposed on any person in charge of compulsory service in lieu of their place of residence registered in the Division of their recruitment after carrying out their controls and did not inform them of it within two months following the date of its occurrence.
6- Article 100- A cash amount of fifteen thousand Syrian pounds will be imposed on the person responsible for the compulsory service who resides within the territory of the Syrian Arab Republic, and one hundred United States dollars on the taxpayer who resides outside it in one of the two cases following:
A- Do not renew your excuse without a legitimate excuse that ensures that the reasons for the postponement continue.
B – Do not verify the market configuration.
7 – Article 105 – A – A fine is equivalent to the lump sum of the salary of a first-class soldier for one month, to any reservation that does not comply without legitimate excuse the call that was addressed to ensure the continuation of the reasons for exclusion or to take prescribed tests.
B- This fine does not prevent the continuation of the exclusion if the reasons for it remain valid.
8- Article 107- Fine of a cash amount equivalent to the global salary of a first class soldier for one month, anyone who is discharged from military service and does not return to his recruiting division within the month following the date. of his discharge without legitimate excuse.
9 – Article 113 – A fine of twenty-five thousand Syrian pounds in cash shall be imposed on any person in charge of a course for military service who has lost his identity card and has not informed the competent authorities of its loss.
10- Article 114 A- A fine of twenty thousand Syrian pounds in cash will be imposed on the person who has lost the military service record.
B – A cash fine of 10,000 Syrian pounds will be imposed on anyone who damages the military service book.
C – The amount of the fine is charged by the Division of its contracting for the benefit of the Public Treasury, and in the event of non-payment, it is made in accordance with the Law of Collection of Public Funds and a new book is granted.
D- Any person who intentionally destroys his military service log, or anything else, totally or partially, will be punished with a custodial sentence of three months to two years and a fine of one hundred thousand Syrian pounds, and an administrative fine of twenty thousand pounds. Syrians for the value of the new notebook.
Article 2- The labor contracting system determines the procedures and conditions for the acceptance of the cash subsidy and other amounts stipulated in this legislative decree.
Article 3 The Central Bank of Syria and the Syrian diplomatic missions are allowed to collect the sums paid in dollars in this legislative decree with the equivalent in euros, as determined by the Central Bank of Syria.
Article 4 A- Whoever pays the pecuniary allowance after the entry into force of this legislative decree in accordance with the provisions of paragraphs (second and third) of article 13 of the Law on Military Service amended in accordance with the provisions of this Legislative Decree will not benefit of the following:
1- Subscription or award of housing with any of the public administrations.
2- Granting of loans from public banks in the Syrian Arab Republic for a period of five years from the date of payment of the consideration.
B – A preferential advantage is granted to those who have performed military service (compulsory or reserve) in competitions and tests announced by public authorities according to the principles issued by decision of the Council of Ministers.
Article 5 This legislative announcement will be distributed in the official gazette.
