He stated that “the Council of State issued a first ruling in 2016, which dismissed the case of Khoury and St. George, and considered the expansion of the company acceptable. Despite this, Al-Khoury did not back down and requested a new judgment”.
El-Khoury emphasized that “today, the Council of State issued the report of the designated adviser Rita Karam, which concluded that the request for a new trial was considered acceptable, and the decree that extended Solidere’s mandate by ten was basically considered null. years. This result was supported by the government commissioner to the Shura State Council. Also. “He indicated that” the report clearly stated that Solidere has no right to go beyond the main purpose of its existence, which is post-war reconstruction, and that the real estate company is a legal means to achieve a public objective or benefit that is the reconstruction of an area affected by the war, and that the company is not authorized to transform With an end in itself, extending its life and modifying its functions so that it continues after the completion of the repair and reconstruction works, more beyond its original period.
