Diab also sent a letter to the Minister of Finance to request the Banque du Liban to act in accordance with the opinion of the Legislation and Consultation Authority, in order to start up the company “Alvarez”, based on the signed contract between it and the Lebanese state, which stipulates that the Banque du Liban deliver to the company the documents and information it requested to start the criminal audit workshop. Whereas, the Central Bank delivered only 42% of these files to the company, citing the Law of Banking Secrecy.

The statement expressed the opinion that, referring to the opinion of the legislative body that defined the concept of bank secrecy, and the suitability of the mission of the criminal audit firm designated by the Lebanese government to carry out the criminal audit of the accounts and activities of the Bank of Lebanon, with the provisions of the Banking Secrecy Law and the Monetary and Credit Law, the opinion of the Legislative Commission has been explicitly expressed. However, based on the Cabinet’s decision to conduct a criminal audit and assign the Minister of Finance to sign the contract with the company “Alvarez”, it is the duty of the parties involved to directly implement the cabinet’s decision by allowing the company “Alvarez” carry out his mission and deliver the documents that are requested while retaining the names of the clients when necessary. And replace them with numbers to preserve bank secrecy, knowing that state accounts are not subject to bank secrecy.

The statement noted that “any reform that is not derived from the criminal audit in the Banque du Liban is a false reform to cover the continuation of the approach that led the country to what it has achieved in terms of money”, noting that “what What is required today is that the Banque du Liban initiate the delivery of documents to the criminal audit firm. And the information you request, so that this audit begins to reveal the financial facts and causes of this collapse.

He noted that “any attempt to obstruct criminal scrutiny is an association responsible for causing the suffering of the Lebanese on financial, economic and living levels.” Noting: “This is a moment that amounts to two stages. Either we go to a true reform and fight against corruption workshop, or we continue on the path that led the country to the bottom of the abyss. ” God be witness that I gave the information. “
