Acting Prime Minister Dr. Hassan Diab’s media office issued the following statement:
President Hassan Diab made a series of contacts to follow up on the criminal audit file at the Banque du Liban, and also sent a letter to the Minister of Finance to request the Banque du Liban to act in accordance with the opinion of the Legislative Commission and of Consultation, in order to start up the Álvarez company based on the contract signed between it and the Lebanese state, which stipulates that La Banque du Liban provided the company with the documents and information that it requested to start up the criminal audit, since the Central Bank only delivered 42% of these files to the company, citing the bank secrecy law.
Returning to the opinion of the legislative body that defined the concept of bank secrecy, and the suitability of the mission of the criminal audit firm designated by the Lebanese government to carry out the criminal audit of the accounts and activities of the Bank of Lebanon, with the provisions in the Banking Secrecy Law and the Monetary and Credit Law, the opinion of the Legislative Commission has explicitly expressed that it is based on From the Cabinet’s decision to carry out a criminal audit and to assign the Minister of Finance to sign the contract with the Álvarez company, it is the duty of the interested parties to direct the implementation of the cabinet decision allowing the “Álvarez” company to carry out its mission and deliver the documents that are requested, while retaining the names of the clients when necessary and replacing them with numbers to preserve them. Regarding bank secrecy, taking into account that state accounts are not subject to bank secrecy.
Any reform that does not come from criminal scrutiny in the Banque du Liban is a false reform to cover the continuation of the approach that brought the country to its financial level.
What is required today is that the Banque du Liban deliver the documents and information it requires to the criminal audit firm, so that this audit begins to uncover the financial facts and the causes of this collapse.
Any attempt to obstruct criminal scrutiny is a shared responsibility to cause suffering for the Lebanese people on financial, economic and living standards.
I caution against attempting to overturn criminal scrutiny to prevent Lebanese from learning the truth about the background to their missing deposits, the causes of financial collapse, and the deliberate manipulation of the price of the national currency.
This is a moment that is equivalent to two stages, or we go through a true reform and fight against corruption workshop, or we continue on the path that led the country to the bottom of the abyss.
