Sana’a | Once again, the UN envoy to Yemen, Martin Griffiths, is trying to mobilize international efforts to pressure the Yemeni warring parties to stop the war, exonerating Saudi Arabia and the United Arab Emirates of their six-year crimes in this country. This time, Griffiths returned to where his efforts stopped last June, when he finally presented the draft ceasefire “joint statement” to the UN Security Council, where he was eager to gain the council’s support, although it seemed closer to a “recipe for failure” than that. Towards a path to a solution.

The draft, of which Al-Akhbar obtained a copy, exonerates the Aggression coalition from all crimes committed against the Yemeni people, removes Riyadh from the circle of conflict and classifies the war as an internal war with no regional and international parties to it. Therefore, Griffiths, driven by British and Saudi support, is desperate to implement the draft “joint statement” on humanitarian grounds, using the risks of the “Covid-19” pandemic as a means to translate his proposal into reality. . The project urges the Yemeni parties to cease fire on all fronts, accelerate the agreement on humanitarian and economic measures, and resume political consultations. It also forces them to initiate a series of “confidence-building” measures, such as ensuring citizens’ freedom of movement between governorates, reopening roads and airports, and allowing the flow of humanitarian and commercial goods and services to Yemeni ports. Over the course of several months, Griffiths attempted to amend some of the provisions of the “Joint Declaration” to overcome its breach. However, these amendments were limited to changing the phrase “the parties to this agreement and all affiliates to them shall completely halt all offensive military, land, air and sea operations, including re-entry.” Deploy forces, heavy and medium weapons and ammunition “. For” the parties to this agreement to cease military operations on land, sea and air, while the forces of each party remain under their control, and undertake not to violate or undermine this agreement “, provided that a military coordination committee is formed under the leadership of the United Nations and the membership of military representatives High-level committees on both sides, from which local ceasefire committees emerge to implement the ceasefire to local level, a committee similar to the “redeployment committee” in Hodeidah, formed according to the Stockholm Agreement signed at the end of 2018. The “joint declaration” is assigned to the Military committee, the tasks of monitoring the ceasefire, provided that its Reports are submitted weekly and monthly to the United Nations, and meet periodically monthly and weekly if necessary, while the United Nations uses a third party to conduct outings. They are armed to monitor the implementation of the ceasefire agreement.

Griffiths amended his draft several times without mentioning the responsibility of the “coalition” in any of them.

On the humanitarian axis, the proposal obliges the parties to release all prisoners, detainees, disappeared, arbitrarily detained, forcibly disappeared, house detainees and deprived of liberty due to the conflict, in accordance with the “Stockholm Agreement”, especially in view of the threat of the spread of the new Corona virus in places of detention. It also urges the two sides to completely end the file on prisoners and detainees and to open the Al-Hawban road in Taiz, the Sana’a-Hodeidah road and the Sana’a-Ma’rib, Saada and Al-Jawf road. , to facilitate the movement of goods, humanitarian and commercial services, and take all the necessary security measures to guarantee the safety and freedom of movement of travelers. On the economic side, the “joint declaration” obliges the two parties to pay the salaries of all public servants in all parts of Yemen, according to the 2014 payroll, and proposes the formation of a joint committee to agree on the technical measures necessary to disburse salaries within a month of the ceasefire, in exchange for the establishment of the United Nations. Contact the international community to urge it to contribute to the issue of wages. Although the draft left open the question of the duplication of the Central Bank between Sana’a and Aden and the duplication of operations in the national currency, it was content to urge the two parties to open a special account, with joint management, in the Central Bank. of Yemen (without specifying if it is in Sana’a or Aden) and its branches to deposit the necessary central and sovereign income. However, it forced the Hadi government to hand over oil and gas revenues, customs, taxes, ports (including Hodeidah ports) and ports throughout Yemen, on a regular basis, to pay everyone’s wages. public officials.
On the division of monetary policy between the two parties, the “joint statement” called for the formation of another joint specialized committee, to adopt a monetary policy coordination mechanism to protect the national economy and support foreign exchange reserves in the in exchange for the United Nations providing technical support to this committee, in coordination with specialized international organizations. Regarding the detention of fuel ships for the aggression and preventing their passage to the port of Hodeidah five months ago, the draft addressed the government of the outgoing president, Abd Rabbuh Mansur Hadi, calling for the release of the stopped ships and not to seize any vessel after the signing of the agreement, and the lifting of restrictions on the entry of ships and commercial container ships They are loaded with gas, oil and petroleum products, and other ships loaded with goods and merchandise, on a regular basis and without delay , provided they agree to ban the supply of arms, without referring to the piracy of the “coalition” tankers and their arbitrary detention for months, in violation of the “Stockholm Agreement”. Likewise, the proposal calls for the opening of the Sanaa International Airport for international, commercial, humanitarian and civil flights, similar to other Yemeni airports, provided that a joint technical oversight committee is formed between the airport administration in Sanaa and the United Nations. to cooperate, coordinate and facilitate operating procedures, including licensing.
According to a diplomatic source, among the modifications that Griffiths made to his draft, he invited the conflicting parties to move on to the final negotiations. According to the draft, the United Nations begins to prepare to hold a round of consultations with the two parties, after consulting on the agenda, schedule and necessary logistical arrangements as soon as possible, while the “joint statement” did not include any timetable. except to determine the formation of the military committee for a ceasefire. 72 hours after signing the contract.
