The President of the Republic, Michel Aoun, stated that, “Based on my oath and on my constitutional responsibility and the symbolism of my office, I saw my duty today, to go to the Lebanese people as well as to the representatives of the nation, on the basis of due openness, especially in the periphery of major events in which maps are drawn, agreements are signed, and expansive or divisional policies are implemented that can change the face of the region, noting that “our region has witnessed many and profound political changes by regional and international factors, and these changes have not yet shown their full results on many levels, and things can fluctuate. Upside down”.
In a speech from the Baabda Palace, President Aoun said: “There is a fateful and unavoidable question: where are we, where is the location of Lebanon, and what are the policies we have to adopt regarding the main fundamental changes and understandings, to that Lebanon does not receive and is inactive in what we are witnessing, so that it becomes a fragment. The table of the greatest interests and understandings? “, Underlining,” I live in the pain of the people and I understand their resentment, but the truth is that I have to remember that some of those who ruled Lebanon for decades, and who are still in person or in their focus, raised resounding slogans that were left without content, and they were like promises. Anesthesiology, the Lebanese people did not see no qualitative achievement that would give him security in the present and the future.
He considered that “the reform remained a mere slogan that officials and politicians repeat while they completely contradict it. They ask for it and do not contribute a significant reform, but rather strengthen their authoritarian and personal interests with perfection and dedication, until the matter reached us. that corruption became an organized body par excellence, rooted in our authorities and institutions. ” And our administrations, “noting that” when I was still deported to France, the slogan of reform sounded in Lebanon, and I did not see it when I returned any trace of any kind, so I carried out the project of change and reform in a attempt to save the country from the clutches of factional and personal interests. And the authoritarianism that got us all to where we are today. “
He added: “When I carried out the project of change and reform in an attempt to save the Homeland, those affected erected barricades in my face, and the pages of the written media and the positions in all the media still bear witness to the systematic determination of these people not to allow me to undertake any reform project simply because of my conviction and focus. “
President Aoun asked: “What is the social condition of our people in the absence of the comprehensive system of social protection, known as the guarantee of old age, for which I wrote a bill, upon my return from deportation, which has not yet It has been approved?
Where are the comprehensive medical, therapeutic and hospital offers for our people, whose conditions are reduced by neglecting the implementation of an effective social policy that protects against the betrayal of time?
Where are we in terms of eliminating subsidies on our vital materials, most of which we import, and not just controlling the benefit of our people?
Where is the economy after its profits consumed the savings of the Lebanese people and reaped their lives, while we were and continue to call for a productive economy? Where is the economic plan and who did not implement it? Where is the Public Investment Program (CIP) and who kept it on paper? Where are the sectoral development plans prepared by the CEDRE conference and who did not implement them?
Where is the electrical plan that has been sleeping in the drawers since 2010, and has no approval or implementation framework been set for it despite our insistence on it so that the Lebanese are not prisoners of the darkness and the cost of the multiple energy sources achieved? Where is the dam’s plan to accumulate Lebanon’s natural wealth, water, originating from the depths of our land and going in vain from our rivers to our sea?
He noted that “in the early days of my era, exploration and exploration decreed the awakening of gas in our sea after a deep sleep, and gas is a natural wealth of its size and saving effects for our deteriorating economic conditions, while that skepticism still prevails among those who promote the pessimism of some of those who are in charge of it. ” Public affairs ”. He asked: “Where are the rest of the reform projects? Where are the 47 items that were presented to the heads of all the blocs and parties in a collective meeting at the Baabda Palace, and most of them were approved, but nothing was implemented? Why was the evasion of responsibility and approval of reform projects? Is it possible to fix what has been corrupted by adopting the same policies? Where are the proposals for reform laws for the recovery of stolen money and automatic investigation of the financial assets of those in a public service and the special criminal court financial? Where do we come from the waste of public money and the loss of accounts in the Ministry of Finance? And reckoning projects?
He asked: “Where are the Relief Commission, the Development and Reconstruction Council, the Displaced Persons Fund, the South Fund and the unproductive public institutions that we agreed to cancel to put an end to the severe financial hemorrhage in it and its consequences? Where are we from the rescue initiative of what happened to us, be it economic, social, monetary, financial or in terms of rebuilding Beirut due to the tragic port explosion, where do we come from the aid programs, the initiative of French economic rescue, the discussions with the International Monetary Fund and the contributions of the International Support Group in the rescue operation? Is the judiciary the power of influential people? Where are we from the criminal scrutiny of the Banque du Liban, which is a government decision that aims to identify the causes of the current collapse and identify those responsible for it, including actors, interferers and participants? Out of this pioneering experiment emerged who opposed, obstructed and maneuvered to thwart it.
President Aoun emphasized that “the silence of any official, and his lack of cooperation in the criminal audit exhibition, indicates that he is a partner in waste and corruption”, emphasizing that “the criminal audit experiment, if successful, It will apply to ministries, councils, funds, bodies, committees and all joint ventures without exception, and will allow the definition of responsibilities and the launch of the necessary reforms to remove the corrupt. Who dares to stop it? “
He explained that, “today I am required to commission and then participate in writing, in accordance with the provisions of the constitution, then, will the person responsible for commissioning and authorizing commit to addressing the sites of corruption and launching the reform workshop? This is your responsibility, parliamentarians, as you are responsible for parliamentary oversight and accountability on behalf of the people you represent. ” To the representatives, saying: “Today they are called, in the name of the supreme Lebanese interest, to arbitrate their national conscience and sense of responsibility towards their people and their country, especially since a year has passed since October 17 and the signs of the anger of the citizens and that they raise the slogan “everyone means everyone”, which includes the good and the bad of us. .
He added: “I said my word and I will not walk, but I will continue to promise and promise, and I hope you will think carefully about the effects of the mandate on authorship and on reform projects and international rescue initiatives, because the current deteriorating situation cannot continue after today, accumulating and accumulating burdens on the shoulders of the citizens. ” “We will continue to assume my responsibilities to commission and write, in each constitutional position and office, and in front of all those who prevent our people from reforming and building the state.”
