Central Fatah
Weeks have passed since the “Hamas” – “Fatah” agreement to complete reconciliation and take “swift measures” to reorganize the Palestinian house on the principle of elections by consensus and participation without domination, so that disagreements within “Fatah” come back and stop the process. Movement sources told Al-Akhbar that disagreements emerged within the Central Committee last week that halted reconciliation despite continued talks with “Hamas”, especially after intelligence chief Majed Faraj and official in the reconciliation file, Azzam Al-Ahmad, opposed the leader’s steps. Recent Gabriel Rajoub.
The differences between the leaders of “Fatah” stem from the view of some that reconciliation will lead to the handover of a significant part of the Authority and the “Liberation Organization” to “Hamas”, in addition to the fact that reconciliation With the movement now, in the way it took place in Istanbul last month, it infuriates the Egyptians who have “Fatah” has a great interest today in a good relationship with them, especially since “Cairo is the most important supporter of the Authority “, according to Farag. However, sources say that the most important reason for these differences is the issue of the succession of the President of the Authority, Mahmoud Abbas; The intelligence chief believes that the reconciliation led by Rajoub will increase the chances of the latter succeeding Abbas and, indeed, the chance that Hamas will accept him as a “Fatah” candidate after Abbas, and that the reconciliation will undermine the efforts. of Faraj for being the first leader of the movement after “Abu Mazen”. Almost as it happened with the latter in the last days of the late President Yasser Arafat.
These differences were reported to the media over the last two days. At a time when Al-Ahmad held “Hamas” responsible for obstructing reconciliation, accusing it of failing to send its reply regarding the elections, Rajoub acknowledged the existence of “obstacles in the way of reconciliation”, adding: “We will overcome these obstacles, Then there will be a comprehensive dialogue between all factions to shape the future. But according to a source from “Hamas”, the latest reconciliation complex is that the two movements agreed during the “Istanbul understandings” to prepare a comprehensive agreement on various issues, then go to the elections as a gateway to end the division, and that this agreement is presented to the factions, and with it they issue electoral decrees. “A change in the position of some leaders of the Fatah Central Committee led them to demand that Hamas approval be sent to the elections before presenting the agreement to the general secretaries. “
Along with statements from Al-Ahmad and others from Al-Markaziyah, Rajoub said: “What was agreed did not show any deviation or transgression … We will continue to work in accordance with the results of the meeting of the general secretaries held under the presidency of Abbas, and the understandings of Istanbul “..
Thus, “Fatah” continues to insist on sending “Hamas” a letter on its behalf to Abbas to issue the electoral decrees, which the latter has rejected so far, saying through its spokesman Abd al-Latif al-Qanoo ‘ : “We are waiting for the convening of a conference of general secretaries of the factions to put the dialogues on the table and the agreement on what was agreed in the Istanbul dialogues with Fatah.” Hamas also insists on agreeing on all the details of the elections and organizing the inner house through a comprehensive agreement, before the elections. He also wants to agree on the bases on which the elections will be based, their calendar and the proposed alternatives in case the occupation tries to obstruct them, in addition to reaching distribution and participation formulas without dominating the factions. The movement also calls on “Fatah” to create an atmosphere of reconciliation, with measures such as an end to sanctions on the Gaza Strip, especially employees, and an end to discrimination between Gaza and the West Bank.
All this was answered by Rajoub saying that the sector “needs to accelerate the culmination of the dialogues to implement them on the ground”, referring to the intention of forming a national committee to end the manifestations of discrimination “on the basis of equality”..
