What was signed between the governments of the two countries, in mid-September, at the White House, was an “agreement of intent”, not a “treaty” in the end, similar to the “peace treaty” signed between Abu Dhabi. and Tel Aviv, which includes the establishment of full relationships. And aspects of the desired normalization between the two old allies.

The truth is that Abu Dhabi surprised its allies in Bahrain and Sudan, when the president of the United States, Donald Trump, announced, in mid-August, that the United Arab Emirates and the Hebrew entity were about to transfer their hidden relationship to open it. Therefore, although the Emirati and Hebrew negotiators had the opportunity to complete the “Abraham Agreement”, after friendly negotiations, there were not enough opportunities for the “successor” party and their Israeli friend to fulfill the terms of the agreement. On September 11, Trump announced that Bahrain had joined the United Arab Emirates in concluding an agreement with the occupiers. Four days after the US-Israeli-Bahraini announcement, Bahrain’s Foreign Minister Abdul Latif Al-Zayani signed an “agreement of intent” with the enemy’s prime minister, Benjamin Netanyahu, while the United Arab Emirates and the Israeli parties signed a “peace treaty”, but it actually only included a few. Lines, because there are no unresolved issues between the two parties that require large annexes, such as the treaties signed by Egypt and Jordan.

Starting negotiations
We can say that the friendly Bahraini-Israeli negotiations on the anticipated “peace treaty” were initiated by a phone call between Crown Prince Salman bin Hamad Al Khalifa and Netanyahu on September 23, coinciding with the arrival of an Israeli delegation, who did not reveal the identity of its members, but is considered multidisciplinary, and is familiar with conditions in Bahrain and the Gulf. However, the most important visit to Bahrain is the one made by the Israeli Mossad chief at the end of last month, in view of the priority given by Manama and Tel Aviv to the dimension of coordination of security and intelligence against Tehran. In the clearest statement, Bahrain’s Interior Minister Rashid bin Abdullah Al Khalifa said that Manama, due to Iran, “is in an economic and security situation that cannot be delayed” in establishing a relationship with the occupants. The tension in the Gulf is expected to intensify due to the new military alliance: the Emirati – Saudi – Bahrain – Israeli, which worries Iran, Kuwait, Oman, Qatar and the rest of the Arab countries that do not rotate in the Saudi orbit.

There is another matter that deserves to be clarified, which is why the King of Bahrain, Hamad bin Khalifa, said twice in a row that Manama will not be printed before Riyadh, following his meeting with the Secretary of State of the United States, Mike Pompeo (the past August 26), and then after his meeting with Gard Kushner, a consultant. The president of the United States, the first of last September? We previously said that King Hamad’s speech cannot be taken seriously, as Bahrain has been a laboratory for Saudi politics and has hosted high-ranking Hebrew officials for the past two years, something Riyadh has not done. So why did the King of Bahrain make that statement?
Western analysts believe the king’s statement was a public call to Riyadh to allow Manama to proceed with normalization. According to this scenario, King Hamad, when he met Kushner, did not have an explicit Saudi mandate to establish relations with Tel Aviv, despite official correspondence between the two small and large neighbors. The king had to publicly appeal to his Saudi counterpart on this matter. Kushner played a prominent role in convincing the Saudi side to do so, as Trump’s adviser arrived in Riyadh after his meeting with King Hamad. Saudi Arabia, for its part, reversed this document to confirm that it took the initiative. Riyadh did not oppose the normalization of Bahrain. Rather, it encourages other Arab and non-Arab countries to proceed with normalization in order to facilitate their transition to an open relationship with Tel Aviv, but (Riyadh) preferred that Bahrain’s normalization sell Kushner and thus Trump’s son-in-law gets a victory, and bin Salman and his father get a similar victory, and that doesn’t change the perception that Bahrain is a subordinate of Riyadh.
