The Secretary General of the United Nations, António Guterres, welcomed the announcement by Israel and Lebanon of an agreement to start negotiations on the demarcation of maritime borders.

On Thursday, Lebanese Parliament Speaker Nabih Berri announced that Lebanon and Israel had reached a framework agreement to negotiate the demarcation of land and sea borders under US auspices and under the supervision of the United Nations, and the Minister of Energy. The Israeli also confirmed the agreement and that negotiations between the two countries could begin in the next few days.
Berri read, during a press conference, the text of the “Operational Framework Agreement for the Negotiation of Border Demarcation”, stating that “the United States is aware that the governments of Lebanon and Israel are willing to demarcate maritime borders on the based on the positive experience of the tripartite mechanism adopted since the Understanding of April 1996, and currently pursuant to Resolution 1701, which advanced in the area of decisions on the Blue Line.
The agreement stated that “with regard to maritime borders, the meetings will be held in Naqoura [مقر الأمم المتحدة عند الحدود اللبنانية – الإسرائيلية] Under the flag of the United Nations, under the auspices of the team of the United Nations Special Coordinator in Lebanon, to jointly prepare the minutes of the meetings, they will be signed and sent to Israel and Lebanon for signature, provided that the Lebanese army manages negotiations with the Israeli side.
The agreement stated that “the United States intends to do everything possible to help establish and maintain a positive and constructive atmosphere to successfully manage and conclude negotiations as soon as possible.”
