With the apology of the President-designate, Ambassador Mustafa Adeeb, for forming the new government, Lebanon is entering a period of extremely dangerous and ambiguous crisis after he threw the fireball into the arms of those who obstructed his mission. to form an independent government of specialists separated from direct or intermediate representation, even if it avoided Naming things by name to reduce the level of political and sectarian tension, although it has reached its climax.
Adeeb decided to apologize after realizing that the bailout initiative launched by French President Emmanuel Macron, which was compromised by all parties he met at the Pine Palace, began to crumble under pressure from conditions that were opposed to facilitating the birth of his government, specifically of those who turned against their commitments and promises of entry, according to sources. Politically, with the Shiite duo, which was successively joined by the “Marada” movement led by former MP Suleiman Franjieh, the “Tashnak” party and MP Talal Arslan, who distinguished himself from the “Strong Lebanon Bloc” headed by MP Gebran Bassil .
Adib’s apology did not come as a surprise to those who followed the obstacles that stood in his way as he continues his consultations to form the government, nor to the head of the rescue initiative, President Macron, who “chased” him for hours the day before yesterday to dissuade him from his apology, and at the same time kept in touch with leaders concerned about the birth of the government. The first of them is the President of Parliament, Nabih Berri. Asharq Al-Awsat learned that Adeeb extended his apology in response to Macron’s wish, but was not convinced that extending the deadline to form his government would push political forces to seize the last chance to save Lebanon from the calamities that they afflicted him, the latest of which was the catastrophe that destroyed large areas of Beirut as a result of the port explosion.
And the political forces in loyalty, or in the opposition, tried to insinuate, immediately after Adib apologized, that they adhered to the French initiative, since it was not possible to find an alternative, mainly because the port explosion restored interest. international in Lebanon, which he included in the list of countries in need of various aid, provided that it adheres to reforms.
However, adherence to the French initiative does not hide attention from the attempts that led it, to empty it of its content, or from Paris’ reaction to Adib’s apology, because there is no one on Macron’s behalf, and he claims that your initiative is still valid.
Therefore, the post-apology stage of Adeeb remains vague, and its characteristics cannot be defined, at least for the foreseeable future, because it generated confusion that inevitably led to a re-shuffling of cards.
In this context, Asharq Al-Awsat learned that the former heads of government responded to Macron’s wish to assign the Ministry of Finance to an independent Shiite figure, and it is up to the president-designate to choose the name that will occupy it, to save the initiative. French.
He cited a former prime minister, who preferred not to be named, as saying that the “Shiite duo” rejection of Macron’s request was based on the fact that he has the right to choose the names of his candidates to take over the portfolios. ministerial, and will not register to accept a precedent that could be used later, leading to limiting the name to others outside of this duo.
He noted that Adeeb refused to refer to the “Shiite duo” with an exception related to the settlement of his ministers, and attributed the reason to the fact that others have the right to ask him to treat them in the same way.
He revealed that Adeeb Sarh, President of the Republic, Michel Aoun, when he met with him the day before yesterday, about the difficulties he faces, that demolish the standards that were behind his mandate to form a government, which is the core of the French paper presented by Macron , and they all adopted it, and treated it as a roadmap to save Lebanon. .
He confirmed that Adeeb told Aoun that he is forming an important government with a clear reform and rescue program, and that he is not in the process of leaving. He said he confirmed that he will continue with his apologies as long as there are those who demand that he provide solutions to the accumulated crises since the approval of the Taif Agreement.
He quoted Adeeb as saying that the dispute over “Taif” about the mechanisms of its implementation started 30 years ago, that is, from the date of its approval, so how can we find all these solutions by a major government with a program rescue and a transition period? He added that Aoun renewed his support for the principle of applying rotation in portfolio distribution and expressed his understanding of Adib’s position in forming an apolitical government, emphasizing that he has the right to appoint Christian ministers, as long as there is someone who wants to appoint his ministers.
Consequently, the French initiative suffered a setback and the question remains: can it be rehabilitated and how? Above all because it was obstructed by external powers, specifically Iran, although it referred Paris at its request to its support for Hezbollah, and this is what it repeated when Moscow interfered in it, seeking conditions for its success.
Iran, by refusing to facilitate the birth of the government, wanted to pass a message to Paris that the Lebanese dossier is postponed until after the US presidential elections, and this means that it keeps the Lebanese crisis suspended for negotiations with Washington without allowing France to be part of these negotiations, and therefore the refusal came from “Hezbollah” in exchange for restricting the veto to Tehran, but with Lebanese coverage. The question remains: How will President Aoun act? Will he wait to invite the parliamentary blocs to participate in the binding consultations to name Adib’s successor? Or will you take your time to find out what Paris will respond to if it decides quickly to float its initiative, if it is not under pressure to float the Hassan Diab government and extend the interim period?
Until the nature of the steps Aoun will resort to is clarified in light of the Paris response, there are those who are promoting the return of the leader of the “Future” Movement, Prime Minister Saad Hariri, to Prime Minister, or whoever. he called.
Asharq Al-Awsat learned that the criteria and specifications that Adeeb had set in agreement with Macron to form a government made up of independents and specialists were the same ones that Hariri had put in place, after his resignation, that no candidate for prime minister could overcome or try to evade, and therefore what is being said. Upon Hariri’s return, it is not appropriate, in light of his statement to Asharq Al-Awsat: “I will not be prime minister or draw the line, and I will not appoint anyone to take over as prime minister.”
