The President of the Republic, General Michel Aoun, accepted the apology of the designated Prime Minister, Dr. Mustafa Adeeb, for not forming the new government, and wished him success by thanking him for his efforts.

The president-designate announced that “when the effort to form a government reached its final stages, it became clear to him that the consensus on which it was based before this difficult national mission in this difficult circumstance in Lebanon’s history no longer exists,” considering that “a group with the specifications that he set is already doomed to failure.” And, concerned about national unity, with its constitutionality and statutes, he apologizes for not continuing with the task of forming a government.

The President of the Republic had received the President-designate at eleven o’clock this afternoon at the Baabda Palace, and discussed with him the difficulties he was facing in the process of forming the next government based on the French initiative. President Aoun considered that this initiative, launched by French President Emmanuel Macron during his visit to Lebanon on the first of this month, is still continuing and has received his full support, according to the principles announced by the French president.

At the end of the meeting, the President-designate presented President Aoun with his letter of apology.

Apology book

The following is the text of the apology book:

His Excellency the President of the Republic, the Respected General Michel Aoun,

Based on the provisions of the second paragraph of article 64 of the Constitution, and based on the letter of His Excellency issued on 08/31/2020 in which he orders me to form a government, I convey to His Excellency my apology for not continuing with this mission, thanking you for your efforts and wishing you success. Protect Lebanon “.

Apology statement

After the meeting, the President-designate made the following statement of apology to the press:

When a large majority of the nation’s representatives appointed me in binding consultations, and His Excellency the President charged me on this basis to form the government, I had the honor of accepting on the basis that I will not exceed a period of two weeks to form a miniature rescue government, with a specific and detailed reform mission based on the overwhelming demands for reform of the Lebanese, based on what is best for us. For him, God is one of the specialists known for his experience, integrity and management knowledge, and none of them have partisan affiliations or whom the parties call.

I felt optimistic because I knew that all these specifications were approved by the main blocks of parliament and they committed to them before French President Emmanuel Macron, head of the international rescue initiative available to our country, in a meeting that took place at the beginning of this month in the Pine Palace, in which the detailed and necessary economic, financial and administrative reforms were noted. During the first three months of the government’s life, which the same blocks promised to support in the honorable parliament.

On the other hand, it was clear that the formation of a government with these specialized specifications based on competence and integrity, and its commitment to the parliamentary blocs in the detailed program of economic, financial and administrative reform would allow President Macron to fulfill his promise of mobilize the international community to support Lebanon, beginning with an international conference in Paris about a month after the acquisition. The government has confidence in parliament.

What increased my speculation is that the detailed program of economic, financial and administrative reforms to which everyone committed on September 1 constituted an almost ready draft of the ministerial declaration, especially since I clearly announced to all parliamentary blocs that I have no intention , personally, nor of any government formation, about which I am about to enter. In any political matter, which is what I asked in the form of a categorical commitment to all the names who thought of proposing it from within the government formation.

Immediately after I began the parliamentary consultations to form the government, a series of parliamentary blocs announced their intention not to appoint anyone to the government with their commitment to facilitate their work, while the rest of the blocs informed me that there are no conditions for such government, except for the commitment of the agreed project of economic, financial and administrative reforms. I also informed all the blocs that contacted me after the consultations that I am not going to favor one political group over another, nor in the process of proposing names that may constitute a provocation to any party, regardless of their professional or administrative competencies for it. required charge, which was received with the satisfaction expressed by all blocks.

As the effort to form the government reached its final stages, it became clear to me that this consensus on the basis of which I accepted this national mission in this difficult circumstance in Lebanon’s history no longer exists, and since the formation of the specifications that I have established has been preceded by failure and by my concern for national unity in its constitution and statutes. I apologize for not continuing with the task of forming a government, hoping that those who will be elected for the arduous task after me, and those who will elect him, will have full success in the face of the imminent dangers facing our country, our people and our economy. .

On this occasion, I extend my gratitude to His Excellency the President of the Republic, General Michel Aoun, to the former heads of government who supported me in my mission, to the parliamentarians and to the media professionals who accompanied us during this period. .

I also send a sincere apology to the Lebanese people who have suffered and are suffering, and who understand and understand me for not being able to achieve what the reform team aspires to be through the rescue window opened by President Macron’s grateful initiative for the Lebanon and the Lebanese. I emphasize that this initiative must continue because it expresses the sincere intention of the friendly French state and President Macron personally to support and support Lebanon.

May God protect Lebanon and the Lebanese. “
