Lebanese President Michel Aoun has tabled a proposal that includes canceling the sectarian distribution of sovereign ministries, noting that the constitution does not provide for the granting of a ministry to any sect.
On Monday, Aoun said: “While we see the sterility of the sectarian system we are struggling with and the successive crises it causes, and while we feel the need to develop a modern vision for a new form of government based on civil status, He suggested taking the first step in this direction by abolishing the sectarian distribution of the ministries that were called sovereignty. ” And not assigning them to specific sects … I suggest abolishing the sectarian distribution of the ministries that are called sovereignty, not assigning them to specific sects, but making them available to all sects, so that the ability to achieve instead of sectarian affiliation be the criterion for electing ministers. ? “
Aoun added that the constitution does not provide for the assignment of any ministry to any of the sects or any group of parties, nor can any minister be given authority that is not stipulated in the constitution.
Aoun emphasized that today the whole world faces a crisis to form a government, which was not supposed to happen because the quotas awaiting Lebanon do not allow any minute to be wasted. With the tightening of positions, there is no close solution on the horizon, because all the solutions proposed are many times and deficient.
President Aoun noted that despite four visits to the president-designate, he was unable to present any conception, configuration, or distribution of bags or names, and “the contract was not dissolved.”
The Lebanese president added: “The designated president does not want to take into account the opinion of the heads of the blocs in the distribution of portfolios and in the appointment of ministers. He proposes a comprehensive rotation, and in this position he meets with his former prime ministers It is recorded that he rejects the composition if there is no national consensus on training. We have proposed solutions. ” It is logical and moderate to form a government, but it has not been accepted by both parties. Going back to the constitutional texts and respecting them continues to be the solution in which there is neither winner nor loser ”.
Aoun pointed out that the Development, Liberation and Loyalty Blocks insist on adhering to the Ministry of Finance and appointing the minister and all ministers from the honorable Shiite community. Noting that it “registers its adherence to the French initiative.”
Aoun also stressed during the meeting that it is not allowed to exclude parliamentary blocs from the government formation process because it is these blocs that will grant or deny trust in parliament, even if the composition is limited to signing between the designated prime minister. and the president of the republic. Nor is it allowed to impose ministers and portfolios of one party over others, especially since it does not have a parliamentary majority.
Aoun went on to say: The tightening of the two positions will not lead to any results except further escalation, while Lebanon is what it needs most in light of all its successive crises, some dissolution and solidarity so that it can rise up and face.
Aoun emphasized that neither bullying will benefit us, nor bullying abroad will help. Only our understanding based on constitution and balance will lead us to stability and recovery. “
