Turkey and Russia have come close to reaching a bilateral agreement leading to a ceasefire in Libya and the launch of a new political process. To end the conflict in the country, as confirmed by Turkish Foreign Minister Mevlut Cavusoglu, on Wednesday, September 16, 2020, during a television interview with CNN Turk.
On the same occasion, the Turkish Foreign Minister confirmed that this agreement is the result of a series of consultations and meetings between the two countries in the Turkish capital, Ankara.
In this regard, he said, “a series of consultations were held in Ankara on Libya, and we also discussed the file on Syria.” He added: “We can say that we are close to reaching a ceasefire agreement in Libya.”
Russia supports the eastern Libyan forces (the Libyan National Army) led by retired General Haftar, while Turkey supports the internationally recognized Government of National Accord.
It is worth noting that the Government of National Accord and the Speaker of Parliament stationed in eastern Libya called for a ceasefire last month, but Haftar rejected this step.
Al-Sarraj’s Decision: The Libyan dossier began to take a new turn. A few minutes before the Turkish Foreign Minister’s statement, Faiz Al-Sarraj, Prime Minister of the internationally recognized Libyan Government of National Accord, announced on Wednesday his desire to surrender his duties at the end of October.
“I announce to everyone my sincere wish to turn over my duties by the end of October,” Al-Sarraj said in a speech broadcast on state television. “I hope that the dialogue committee will complete its work and elect a new presidential council and prime minister.”
Al-Sarraj has presided over the Government of National Accord since its formation in Tripoli in 2015, following a political agreement negotiated by the United Nations with the aim of unifying and stabilizing Libya after the chaos that plagued it after the overthrow of Muammar Gaddafi in 2011.
His resignation may increase political uncertainty in Tripoli or even infighting between competing factions in the coalition that dominates western Libya.
However, it also comes with renewed momentum for a political solution after the Al-Wefaq government ended, in June, an attack by eastern Libyan forces (the Libyan National Army) on Tripoli for 14 months and forced them. to withdraw from the capital.
Bouznika Agreement: In the same context, the Libyan Supreme Council of State and the Tobruk Parliament had signed on Saturday, September 13, 2020, in the Moroccan city of Bouznika, the final draft of the agreement on the mechanism to assume sovereign positions, according to one of the participants.
A member of the delegation from the Supreme Council of State of Libya, to Anadolu Agency, who preferred not to be named, said: “The two sides signed the agreement, pending its approval by the two councils and the signature of the head of the Council. of Supreme State of Libya, Khaled Al-Mishri, and the president of the Parliament of Tobruk, Aqila Saleh “.
The Libyan dialogue sessions in Morocco resulted in a global agreement on criteria and mechanisms related to the assumption of sovereign positions in supervisory institutions.
This is clear from the statement of the closing session of the meetings hosted by the Moroccan city of Bouznika (north), in the presence of the Moroccan Foreign Minister Nasser Bourita, and members of the delegations of the Supreme Council of State and the Parliament of Tobruk (east) .
The statement indicated that the two parties agreed to continue the meetings and to resume them in the last week of September, in order to complete the necessary procedures regarding the activation and implementation of the agreement.
