First: The President of the Republic did not refuse to sign Mr. Daher’s exemption decree, but requested, in accordance with the principle of equality, the issuance of all decrees related to the employees involved with the decision of the Council of Ministers on 10/8/2020 that contain “the approval of the condition of all employees of the first category whose detention has been or will be decided. At the disposal of the Prime Minister, exempting them from their duties, etc. …
Second: The detained employees, legally, are excluded from the performance of their duties in accordance with the laws and regulations in force, and cannot be assigned to new tasks accordingly.
Third: There are employees, other than Mr. Daher, belonging to the first and second categories of judicial detainees who have not yet taken any administrative action in this regard, which requires that the procedure required to apply to Mr. Daher applies to all without exception. , in accordance with the principle of equality.
