Saudi Arabia in the East of the Euphrates: US Agency Mediation Efforts

Today, the deadline that the sheikhs of the Al-Okidat tribe gave to the “Qasd” and the “International Alliance” to “hand over the murderers of the tribal sheiks and hand over the region to their people, so that the tribes assume their role in the management and leadership of the region, ”according to the tribe’s statement. With the end of the term, all eyes turn to the city of Dhiban in the eastern countryside of Deir Ezzor (the seat of the Sheikh of the Al-Aqeedat tribe) for the next decision of its leaders, in light of the notables. American efforts during the last period to appease them and conclude a reconciliation with the “Qasd”. This US effort was evidenced by the US embassy in Damascus by announcing the launch of several service projects in the Deir Ezzor field, with the aim of “restoring bakeries and ovens and restarting them, distributing seeds, fertilizers and irrigation equipment, in addition to distributing sheep and forage, and restoring and renovating several water stations.

Washington intends, through the advance announcement, to suggest the beginning of the process of feeding the region with services, and to rectify the neglect it has suffered since the expulsion of “ISIS” from it, in an attempt to win the friendship of the local population , after the escalation that accompanied the assassination of several tribal sheiks and notables in the region. In parallel with this move, the presence of Saudi soldiers appeared at the Al-Jabsa field base in the city of Al-Shaddadi, south of Hasakah, to indicate a new role for Saudi Arabia in eastern Syria, aimed at achieving the calm between the “coalition” and the “Qasd” on the one hand, and the tribes on the other. Although the twenty Saudi soldiers, led by Colonel Saud Al-Joghaifi, were part of a “coalition” force that withdrew from Iraq to Syria through the “Semalka” crossing, the passage of almost two weeks since they remained in the base indicates the role of what they are doing in the region.
According to Al-Akhbar sources, “Saudi soldiers have temporarily settled at the base at the request of an American, with the aim of helping to calm the tense issues in the Deir Ezzor camp.” The sources added: “The Saudis have started working with the tribes to reestablish the relationship with the Qasd and the coalition, in a consensual way that satisfies all parties.” The sources also reveal “the American intentions to grant more military and civil powers to the tribesmen, to participate in the management of their areas in association with the Qasd,” noting that “the announcement of the US embassy of the beginning of a movement to improve the reality of services aims to highlight their seriousness in meeting the demands of the tribes and win their sympathy. ” . And while he discards that “the Saudi soldiers are the vanguard of additional forces,” he emphasizes that “they are on a temporary mission that ends with the end of the tension in the region, in the context of the murder of tribal elders.”

The “SDF” sent military reinforcements to most of the Deir Ezzor camp.

It appears that Washington wants to exploit the tribal link that unites some tribes in the region with the Saudis, to use Riyadh as an acceptable mediator between the tribes and the Qasd. Consequently, Saudi Arabia began its contacts to listen to the demands of the tribes, with the aim of finding a formula that would guarantee an acceptable participation with the “Qasd”, including a clear role for the peoples of the region in its administration, but it seems that there are difficulties to avoid it. In addition to the refusal of some tribes to play any role for the “SDF” in the region, a Qatari movement opposed to the Saudi movement emerged, with the aim of reviving the idea of relocating the “Maghawir Al-Thawra” and “Ahrar Al factions. -Sharqiya “from the Al-Tanf base, to be an alternative force to the” Qasd “in Deir Ezzor. Al-Akhbar sources report that “the idea was conveyed by two defected Syrian officers to the international coalition, so that these factions would rule the region with full supervision and training, with the possibility of joining the fighters from the Deir ez Military Council. -Zor of the residents of the region “. Sources indicated that “the proposal is adopted by Doha, with the support of some tribal figures in the region, as a solution acceptable to many, and by which it is ensured that the region remains under the supervision of the coalition.”
Faced with these plans, the “SDF” pushed additional military reinforcements to most of the northern and eastern countryside of Deir Ezzor, in a move that reflects its rejection of any military change in the region, which is the reservoir of oil and wealth wealth. gas. The “SDF” movement also indicates its rejection of any demand for his departure from there, relying on the popular incubator provided by the “Deir Ezzor Military Council”, and in the presence of several combatants belonging to him from the population local. Similarly, to absorb people’s anger, the SDF media released confessions that they said were “cells belonging to the Syrian regime behind the killings of tribal sheiks and elders,” to highlight their ability to uncover the perpetrators.
Faced with these events, the decisive position remains that of the sheikhs of the Al-Aqeedat tribe in the city of Dhiban, who are expected to hold a decisive meeting soon to determine the fate of the area inhabited by the majority of the Al-tribes. Aqeedat and Al-Bakara. In this context, the position of the tribe is expected to move in two directions: the first is to respond to the pressures of the “coalition” and to conclude a reconciliation with the “SDF”, based on expanding the role of the tribes in the region and reduce the authority of the “Qasd” leadership over military and civilian decisions there; As for the second trend, it is to continue to reject any presence of the “Qasd” in the Deir Ezzor camp, and to work to mobilize the people of the region against him, and to demand that all members of the tribes withdraw from their ranks, while working to form a new local force to administer the region militarily and in civilian terms.
