If the new settlement that is brewing to form the government includes failing to grant “essential” ministries, such as energy, money, foreign and domestic affairs, to failed parties of power, then does this mean that “small” ministries, such as that of environment, for example, will be left to them, especially since none of these parties have strategic programs? Of central themes and sectors (and the environment in between). This, by the way, is one of its fatal flaws, the reason for its failure, and our arrival at what we have achieved in terms of total bankruptcy at all levels.

The proposal now is to reach the ministries with specialization or the so-called technocrats, what does that mean? Specialization is not an appropriate word for political work in general, and crisis work in particular. The specialist is one who knows and is an expert on a specific topic and no one else, while a holistic mind is required to address governance and public administration issues. Noting that the rules of administration in the public sector are not the same as in the private sector, unless what is required is complete privatization! That is why it was said that effective political action is only equal to that of the parties. It was assumed, once a folder had been delivered to a party, to know in advance the leadership of that party and how it would deal with the archives of this ministry. This was not available to political parties and mainstream political currents after Taif. After French or international intervention, it can be more disappointing to choose one of the so-called “civil society” to participate in the government, as the owner of minor specializations, such as what can we expect of those who work with a lethal and sterile individual who prevented the generation of great new and alternative parties. Did the failed parties complain?
Based on all this, it is not possible to bet that the rescue will be at the hands of any government that comes in a hurry. No one can form a tree of salvation more than the determined and organized opposition and the true revolutionaries … but not at the expected speed, of course. The issue needs time to mature new parties that have comprehensive programs … and they, in the course of their work, struggle and self-financing, secrete their leaders. Therefore, it is assumed that the date of the parliamentary elections will be delayed and not anticipated, while we prepare for a new political life and establish new parties with their programs and candidates.
Pending that, what can be expected of the “French phase” and of the government action program presented by the French president?
The “ministerial declaration” drawn up by Paris did not pay attention to environmental issues, and in this regard it was limited to energy in terms of production plants, apparently in the opinion of French companies, without any indication of the need to change the energy and water strategies. Furthermore, there is nothing in the French program about dams or expensive waste plants, and it is not conceivable to manage landfills containing hazardous materials resulting from the destruction of the port explosion. Some experts, French and European, understood that the focus is on the port and its role in the next stage more than anything else. With the fear that the economic and investment side of external interference will dominate what else, and that this is at the expense of the environment, as was the reconstruction phase after the civil war!
We do not know what type of “specialists” the environment portfolio will be assigned to, noting that there are those who hint at the possibility of merging “small” ministries if a mini-government is agreed, despite the fact that the serious environmental problems in Lebanon require the “expansion” of the ministry, not “its linking” to a ministry. Others, unless the tendency is to put these problems in the “refrigerator”, as was the case of the previous government in which the Minister of the Environment, Damianus Kattar, avoided deciding on any essential and sensitive file, such as waste, quarries, shredders , land companies and others. So he turned to the simplest “solution”: the extension of almost everything. Thus, it extended one month for the work of the land companies, illegal quarries and crushers, and three months for the new landfill (completed) and the emergency plan, and the expansion of the Bisri dam work and the increase in unnecessary indebtedness … with a reluctance to activate the files that generate money in the treasury if quarries, sand and crushers were organized.
Here is a basic question: what is the “specialization” that the next minister will carry, to which the Ministry of the Environment will be assigned in light of these various dossiers, not to mention other dossiers that are no less dangerous, such as evaluating the effects of oil and gas exploration or the expected dramatic drop in the quality of consumer goods, quality of life, air and water. And food with a deepening economic crisis? It is true that the simple fact of changing the political parties that have long held the portfolios of energy, water, environment, industry and others, can lighten the weight of their condescending projects with the environment and bankrupt public funds. However, what this portfolio needs is a “revolutionary” minister, who turns the standard around and puts an end to the chaos within his ministry first … and second within the projects of the other ministries. Who will produce this “revolutionary” in an era of prefabricated settlements?
