In an interview with Al-Anbaa Al-Kuwaitiya, in an article by journalist Amer Zain Al-Din, Al-Bustani noted that “the exchange between the Free Patriotic Movement and the representatives of the Democratic Reunion negatively affects civil peace in the mountains. , and this exchange needs to be removed from the media. Otherwise, that’s a calamity. “
He added: “The unity of the mountain people requires everyone’s moderation and the spirit of responsibility and limiting the difference of opinion to political division and civilized style, so that the language and bitter memories of the war are not restored. Rather, what is required is to organize that difference so that it is not reflected in the grassroots. With my support for President Aoun, on the other hand, I never slip into cheap rhetoric, so that we do not close an issue with friendship. “
In response to a question about the government’s hesitancy, he said: “The task of forming the government in Lebanon rests on the shoulders of the Prime Minister-designate, Saad Hariri, in cooperation with the President of the Republic, and this joint responsibility is stipulated in the constitution, since the government formation decrees are issued by the President of the Republic, and the formation decrees can only be issued Removed with their signature, which means that the President of the Republic is a full partner in the formation, that is, the President-designate must consult with the President to issue an agreed composition, in order to obtain the President’s approval and signature. “
Al-Bustani added: “There are rules agreed in the formation so that the government representation respects the representative power of each party in parliament, and of course with respect to the principle of parity in the number of ministers between Christians and Muslims, as well as There is a problem for all the sects that must be represented in them, as well as the need to represent the blocs: the need to represent the President of the Republic with several ministers, as has been the practice since the Doha Agreement and before.
He noted that, “Failure to comply with these rules constitutes a deviation from the norm. The president of the republic after Taif has taken away most of his powers, leaving only some of them, and the president’s part is only to make up for this. loss, in order to give the president some kind of political guarantee regardless of the parliamentary bloc that supports him.
Regarding the number of ministers, he said: “It is not stipulated in the constitution, nor is it an internal constitutional text, and if the appointed president invokes that the participation of the president in the government with his support bloc can reach a third, you can tackle by raising the number of ministers from 18 to 20 or 22 ministers, then you won’t. The president remains suspended for a third. “
He remarked: “The problem of trust between the president-designate and the president of the republic, and this problem cannot be solved by launching high-ceiling positions and fleeing forward, and the president-designate must find the combination that satisfies the president and respects balances in the country “.
As for talking about the government being a government of specialists, Al-Bustani said: “This does not apply to the way the president-designate behaved, who lavished promises on everyone from the Shiite duo to Walid Jumblatt with his monopoly of Sunni representation, all while denying the President of the Republic his right of representation, and if things continue as they are, the government will not be born in the near future.
