Nebenzia stressed that Ukraine has not implemented any of the provisions of the Minsk settlement agreements, including amnesty for people related to the events in Donbas, noting that criminal cases are still open against those who were included in the prisoner swap. between Kiev and the -Defense forces in the east. The Russian delegate also noted the failure to restore economic ties between the region and the rest of the Ukrainian lands, the lack of dialogue on the future of the Autonomous Administration in Donetsk and Lugansk, and the failure to carry out a constitutional reform that it should define the special status of the Donetsk and Lugansk regions within Ukraine, in accordance with the provisions of the Minsk agreements.

It should be noted that the UN Security Council session on Ukraine was held at the initiative of Russia on the anniversary of the agreement on the procedures for resolving the conflict in eastern Ukraine in 2015.
