The city of Rochester, New York, in a statement Monday, said the two police officers who appeared in a video clip handcuffing a nine-year-old girl and pepper-sprayed her face were suspended from work.
In details, according to scenes taken by a camera installed on a policeman’s clothing and broadcast by city police on Sunday, at least seven policemen were present when the boy was arrested on Friday. According to Deputy Chief of Police Andre Andersen, the girl, whose identity has not been disclosed, suffered an emergency psychological crisis, during which she threatened to kill her mother and commit suicide.
The police, who were summoned to the scene, appeared to try to stabilize the girl and detain her, then they appeared to handcuff her hands behind her back before forcing her into the car. While the girl was sitting in the back seat of the car with her hands cuffed behind her back, she screamed and resisted, then one of the policemen sprayed her with pepper spray and she burst into screams. Police confirmed that their officers had to use handcuffs and pepper spray to ensure the boy’s safety. The video clip sparked reactions at city and state limits.
For her part, the mayor said that the collective bargaining agreement and the laws of the state of New York prevent her from taking faster and more dangerous measures. The statement also did not clarify the number of police officers included in the suspension decision, but noted that the suspension of their duties will continue until the end of the internal investigation opened by the Rochester Police into this incident.
