The aforementioned sources link the current campaign that accuses Salama of transferring four hundred million dollars to his bank accounts in Switzerland, to Circular 154, which obliges all those who transferred more than five hundred thousand dollars abroad, as of July 1 of 2017, to return 15 percent of the value of the transfers to their accounts. It is well known that the circulars of the Banque du Liban stipulate that in the event that any of the banks cannot raise their capital or ensure the required liquidity with correspondent banks abroad, the Banque du Liban will lay its hand on these banks that will be considered in arrears, in order to preserve the rights of depositors. In addition, the Banque du Liban will refer those who are not obliged to return part of the funds that have been transferred abroad to the Special Investigation Committee of the Banque du Liban to verify the legality of these funds, their sources and their legality.

From here, sources indicate that a series of banks affiliated with the pillars and symbols of authority, and a series of personalities who assumed or held official, administrative, political and security positions, found themselves faced with an overwhelming right that it demanded to return part of the money that had previously been transferred abroad and deposited in banks.
