The General Directorate of Internal Security Forces – Public Relations Division issued the following statement: “An image circulates on social networks that shows a minor in handcuffs while the security forces lead him into a courthouse.

It is important that the General Directorate of Internal Security Forces clarify the following:
First: the minor, regardless of the crimes he committed and the degree of seriousness of these, is actually a victim of his society, his environment and his family. But the law does not exempt you from responsibility, even if it is differently depending on your age.

Second: the child in the image, born in 2010 with a withheld record, is suspected of having committed many crimes, the most recent of which is the theft of a motorcycle.

On December 22, 2020, he was brought to court for his hearing. When a juvenile delegate was asked about the reason for being chained from behind, the officers replied that he tried to escape from them and escape during his tour of the Palace of Justice, and the minor told him that he would not hesitate to flee at any time. opportunity. With the knowledge that he was released on the same date, and handed over to the competent authority for having been arrested, and there are still two sessions to hear about two other robberies he had previously committed.

Third: So far there are no instructions in Lebanese law specifying the method of shackling juvenile prisoners during their journey, so that anyone can try to escape and constitute a threat to their life and also provide legal and behavioral responsibilities for the elements. in their market, since they are considered as other prisoners during the market process.

Fourth: The minors in the juvenile penitentiary are treated with methods that take into account human rights standards through the administration of the referred penitentiary with the help of specialized officials and contractors, interested associations and international organizations, subjecting them to courses educational, cultural and professional with the aim of rehabilitating and empowering them and integrating them into society.
