In the United Nations and the European Union, in terms of combating the theft of public funds and monitoring illegal capital transfers abroad, specifically, as of October 17, 2019 ”.
President Aoun noted that “the many tragedies that befell Lebanon, and that the Lebanese face today, are beyond their capacity and beyond their ability to bear. The economic difficulties the country is going through have overwhelmed them, affected their savings and jobs and have threatened the future of their children, and amid the spread of the Covid epidemic an explosive tragedy The port of Beirut to attack the heart of our capital, and to increase the tragedies of our people and the damage to our economy , considered, “The assistance of the international community is essential, whatever its methods, mechanisms or tools, and whatever channels are adopted, as long as it is under the supervision of the United Nations.” He also renewed the call of the international community to “resolve the issue of the return of Syrians displaced to their lands, because our impoverished country does not have the infrastructure or the adequate means two so that I can continue to receive or even support them. “

President Aoun’s speech
The following is a translation of the speech of the President of the Republic, which he delivered in English at the conference:
Your Majesties, Excellencies and Highnesses, Excellencies and Excellencies, ladies and gentlemen, first of all, I would like to thank His Excellency the President and friend Emmanuel Macron, for the steadfast and continuous support that he gives Lebanon without ceasing. Despite the obstacles facing the French initiative, it must succeed, because the crises the country is going through have reached their limit. We know that “the impossible is not French.”
I also extend my thanks to His Excellency the Secretary-General of the United Nations, Mr. António Guterres, as well as to the responsible ladies and gentlemen and presidents who are here today, who have demonstrated their sincere intention to provide assistance to Lebanon and its people. .
The message I sent to Parliament after the forensic financial audit was stopped has obtained general approval and consensus. This national commitment to which I adhere very closely, and which has been calling for since 2005, overcomes political disputes, and without it there will be no agreement with any country willing to help Lebanon, not even with the International Monetary Fund. The response from the parliamentary blocs was unanimous in support of a full and exhaustive scrutiny.
An audit will identify all those responsible for the collapse of our economic system and pave the way for the reforms necessary to rebuild the Lebanese state.
I am determined, whatever the cost, to continue this process to the end, to free the Lebanese state from the system of political, economic and administrative corruption of which it has become hostage, with a cover of sectarian, sectarian and social guarantees.
There is no doubt that it can provide Lebanon with basic assistance in this regard, through the means at the disposal of the United Nations and the European Union, in terms of combating the theft of public funds and tracking illegal capital transfers abroad, specifically, as of October 17, 2019.
Our priority today is to form a government by adopting single standards that apply to all political forces, and the tasks that lie ahead are enormous. What is required of the incoming government is to launch, at the same time, the urgent structural reform workshop, rebuild Beirut, develop a financial and economic recovery plan and establish its implementation frameworks.
Ladies and gentlemen, the many tragedies that Lebanon suffered and that the Lebanese face today are beyond both their ability and their ability to bear. The economic difficulties that the country is going through have overwhelmed them, afflicting their savings and jobs and threatening the future of their children. In the midst of the spread of the Covid-19 epidemic, which continues and continues to cause damage at all levels, in all countries of the world, and we are among them, the tragedy of the explosion of the port of Beirut came to hit the heart of our capital and to increase the tragedies of our people and the damage to our economy.
As a result of these mounting and growing crises, your assistance has become indispensable to all Lebanese, wherever they may be.
Its assistance is essential, whatever its methods, mechanisms or tools, and the channels it adopts, provided it is under its supervision and the supervision of the United Nations. It is worth noting that Lebanon is currently negotiating with the World Bank for a loan of $ 246 million for the project “Social Safety Net – Lebanon Emergency Crisis and Response to Covid 19”, provided that the negotiations end this week, and we hope Obtain urgent approval from the World Bank Board of Directors.
International aid is essential and necessary, especially as Lebanon continues to suffer and is paying high prices due to the massive displacement of Syrians arriving there. It is urgent today, more than ever, that the international community resolve the issue of their return to their lands. Our impoverished country does not have the infrastructure or the adequate means to continue receiving them or even providing them with some support.
Dear friends, Lebanon does not know the impossible either, and our history tells us that we are a people that never tires of fighting to preserve its existence.
I called on the Lebanese to unite and speak out in the right place to push where necessary, to win our battle against corruption, this fateful battle for Lebanon.
And here I am today, and from this rostrum I ask the entire international community not to abandon the country of rice and the wealth that it represents for all humanity.
