Al-Miqdad (66 years old), the new Foreign Minister, has a BA in Literature from the University of Damascus since 1978 and also obtained a Ph.D. in English Literature from Charles University in Prague in 1993. He comes from the village of Ghasm in the Daraa camp in southern Syria. He joined the Syrian diplomatic corps in 1994. In 1995, he joined the Syrian delegation to the United Nations, before being appointed in 2003 as the permanent representative of Syria to the United Nations in New York. That same year, he returned to Syria after being appointed deputy foreign minister. He worked closely with the teacher and accompanied him in most of his meetings and conferences. With the late Foreign Minister’s health deteriorating in recent years, Al-Miqdad held some press conferences for the Foreign Ministry and carried out most of the tasks in the ministry. Additionally, Bashar al-Jaafari, Syria’s former representative to the Security Council, will take over Miqdad’s previous missions within two months, according to the presidential decree. Al-Jaafari is one of the most prominent faces in Syrian diplomacy, and is known for his sophistication and expertise, having served for a long time in the diplomatic corps since joining the Syrian Foreign Ministry in 1980. And He took his first post abroad in Paris as a diplomatic attaché, progressing through various positions until his appointment in 2006 as Syria’s permanent representative to the United Nations in New York. Al-Jaafari led the Syrian government delegations to the rounds of negotiations with the opposition under the auspices of the United Nations in Geneva, as well as the Astana negotiations, which are sponsored by Moscow and Tehran, allies of Damascus, and Turkey, that supports the opposition. Ambassador Bassam Al-Sabbagh, Syria’s permanent representative to the United Nations office in Vienna, will replace Al-Jaafari in New York.
With these new formations, nothing will change in the performance of Syrian diplomacy, as the three new appointees are all students of the late Foreign Minister Walid Al-Moallem, and they trained in the Syrian diplomatic corps under his leadership for many years.
