The foreign and irrigation ministers of the three Nile Valley countries, Egypt, Ethiopia and Sudan, met on Thursday via the Internet, two weeks after they failed to agree on a new framework for the negotiations.
There was no immediate comment from South Africa, which leads the African Union, or Egypt or Ethiopia, on Sudan’s action on Saturday. It was also unclear when the countries would resume negotiations.
Ethiopia said the $ 4.6 billion dam would be an engine for development, lifting millions of people out of poverty.

This is the first time that Sudan has refused to attend talks with Ethiopia and its northern neighbor Egypt, which for years has expressed concern that the Renaissance dam on the Blue Nile would significantly threaten downstream water supplies.
Sudan’s Irrigation Minister Yasser Abbas said in a statement that the current approach to reaching a tripartite agreement on the filling and operation of Ethiopia’s Great Renaissance Dam has not yielded results.
He added: “The African Union should do more to facilitate negotiations and close the gap between the three parties.”
