‘May be exempt despite national financial law’

Regarding the provision of exemption from preliminary validity (preliminary validity) in the special law, the decision-making and opposition parties expressed the phrase: ‘If necessary, the Minister of Strategy and Finance may exempt it from Article 38 (1) (preliminary ) of the National Finance Law for fast and smooth construction (airport) if necessary. The Ministry of Land, Infrastructure and Transport decided to immediately hold a plenary session and resolve a special law. If this law is approved in the Plenary of the National Assembly on the 26th, after passing through the general assembly of the National Land Commission and the Legislative Judicial Commission, political power will be promoted without review of economic performance and security.

It is argued that it is inappropriate to set a precedent for the large-scale SOC project that governs the country’s finances before elections in the political world. In this extraordinary National Assembly, the Democratic Party is promoting a special law on the creation of an Asian cultural center in Gwangju, as well as the New Gadeok Island Airport Special Law. This is a bill to finance the project expenses of more than 5 billion won for the construction of the Gwangju Cultural Center.

There is also concern that the cost of the project could increase significantly in the future, as the new Gadeok airport decided to promote it without considering the economy and safety through a special law. Until now, the construction cost of the new Gadeokdo airport has not been accurately estimated. According to the original plan, about 7.6 trillion won is needed, but according to experts’ estimates last year, it was estimated to cost about 1.7 trillion won.
