The heads of central administrative agencies and local governments were excluded from the “management manager” subject to the law. Corporate directors were limited to those in charge of safety and health matters.
In the event of a fatal accident, the manager was imprisoned for two years or more, or a fine of 50 million to one billion won. According to criticism that the legal punishment was excessive, there was a ceiling on fines within the government.
The amount of damages was also 5 times or less. Justice Party legislator Eun-mi Kang (more than 3 times more than 10 times less damage) and Democratic Party legislator Park Ju-min (more than 5 times).
The trial period and targets for the implementation of the bill have been increased.
Representative Park Joo-min suggested suspending enforcement of the law for four years for workplaces with fewer than 50 employees, but the government proposed a two-year grace period for workplaces with 50 or more and less than 100 employees. The Justice Party is taking a negative position on the suspension of law enforcement, which is expected to backfire.
A Democratic Party official said: “The government’s proposal is not a one-time proposal, and it will be reviewed by so-called 29 for reference.”
