On May 8, two Chinese Coast Guard vessels that invaded the waters of the Senkaku Islands followed Japanese fishing vessels operating nearby. There was said to be temporary tension at the site when the Coast Guard patrol boat, which was under surveillance, warned the marine vessel of the invasion of territorial waters and ensured the safety of the fishing boat. The marine vessel remained in the waters near the fishing boats and left the waters on the 10th. The Japanese government immediately protested to the Chinese government that the invasion of the territorial waters was a violation of sovereignty, but the Chinese government demanded the cancellation because the Japanese fishing vessel was operating illegally in China’s territorial waters, and justified the action of the marine vessel. Meanwhile, the Japan Coast Guard sought to avoid the repetition of acts of sabotage.

Why did China take such action? As Japan strives to end the new coronavirus, it is a general opinion that China opened the gap and intensified its attack on Senkaku. Or, in that position, the Chinese economy under the influence of the new crown, so that the Xi Jinping regime deflects the country’s dissatisfaction, there is also an analysis that showed the hard line stance against Japan. However, if objective information is accumulated, the incident is considered to have occurred in accordance with the policy of the Marine Police Department to strengthen repressive measures against foreign fishing vessels.

Single point of this follow-up

Firstly, this is not the first time that an official Chinese government vessel has followed a Japanese fishing vessel in the waters off Senkaku. The Japan Coast Guard said this was the fifth case (*), but according to publicly available information, at least this is the sixth case. 1) February 18, 2013, 2) February 28, 2013, 3) April 23, 13) 4) May 13 (date unknown), 5) May 24, 19 and 6) Follow-up will take place May 8 and 20.

(*) Regarding the past approach of a Chinese official vessel to a Japanese fishing vessel, the 11th headquarters of the Regional Coast Guard will be on May 10
Furthermore, according to a public relations statement issued to the media, the following four cases have occurred since the establishment of the Marine Police Department in 2013.
・ In August 2013, 4 Chinese vessels approached 1 Japanese fishing vessel
October In October 2013, 4 Japanese fishing vessels approached 4 Chinese official vessels
・ In August 2014, 3 Japanese fishing vessels approached 3 Chinese fishing vessels
May In May 2019, two Chinese official vessels approach a Japanese fishing vessel

Regarding 1) 3) 4) 5), it is quite possible that the Chinese side overreacted because media personnel and political activists were on board the fishing boat. Regarding 3), the Chinese side sent 8 official ships since it had announced in advance that it would go to the Senkaku, but by 1) 4) 5), the Chinese side visually recognized the passengers in the local waters. Alternatively, the information is likely to have been obtained by some means prior to the departure of the fishing vessel.

On the other hand, regarding 2) and 6) this time, there is no peculiar point except that the fishing boat was not affiliated with Yaeyama Fishing Cooperative on Ishigaki Island. The marine boat may be able to track it by somehow catching it with a fishing boat other than the Yaeyama Fishing Cooperative, but it’s not very convincing because there are always fishing boats belonging to various fishing cooperatives around Senkaku. However, regarding 6), it seems that people concerned about maritime insurance are paying attention to the fact that the fishing boat was in the waters of the western side of Senkaku, which is easy to find by marine vessels.
